I IMMEDIATELY ENGAGED HER TEACHER VIA EMAIL THE NEXT DAY, AND I ENGAGED TO SCHOOL ADMINISTRATORS. I SHOWED UP AT THE SCHOOL ONLY TO HAVE THE ASSISTANT PRINCIPAL TELL ME THEY HAD NO TIME TO TALK TO ME. BECAUSE THERE WAS NATIONAL SCHOOL DAY WALK TO SCHOOL DAY. I STOOD THERE WITH MY DAUGHTER IN TEARS AND IN SHOCK AT THE ALOOF BEHAVIOR OF THE ASSISTANT PRINCIPAL. LATER THAT DAY, I WAS FINALLY RECEIVED A PHONE CALL TO DISCUSS THE INCIDENT. THE SCHOOL AFTER AN INVESTIGATION TOLD ME THAT THE STORY OF MY DAUGHTER WAS TELLING WAS INCONSISTENT AND THAT NOTHING COULD BE DONE FURTHER THAN MY REQUEST FOR ME.

REMEDIAL ACTION, WHICH INCLUDED REMOVAL OF THE BOY FROM THE CLASSROOM WAS DENIED BECAUSE OF CLASS SIZE RESTRICTIONS. REQUESTS FOR EXTRA SUPERVISION WAS ALSO DENIED, ALLEGING THAT THE SCHOOL ALREADY PROVIDES SUPERVISION. I REQUESTED SUPPORT OF PAYMENT FOR COUNSELING TO HELP. MY DAUGHTER ALSO DENIED. I REQUEST THAT THIS BOARD TAKE THE TIME TO READ THE ENTIRE FILE SO YOU CAN GAIN AWARENESS OF THE INCIDENT AT ONE OF YOUR ELEMENTARY SCHOOLS AND HELP

UM, I DON'T BELIEVE IN BANNING BOOKS BECAUSE RESTRICTING CHILDREN'S ABILITY TO LEARN ABOUT DIFFERENT PEOPLE. UM CAN RESTRICT AND CAUSE SITUATIONS THAT UM, IN REAL LIFE WOULD BE AN ISSUE BOOKS THAT REPRESENT PEOPLE IN SITUATIONS THAT ARE DIFFERENT FROM WHAT THAT CHILD HAS EVER KNOWN, CAN TEACH THEM EMPATHY. BOOKS CAN BE A GATEWAY FOR FOSTERING ACCEPTANCE, EMPATHY AND APPRECIATION FOR OTHERS. BOOKS CAN PROVIDE REPRESENTATION TO CHILDREN WHO COME FROM OR IDENTIFY WITH MARGINALIZED COMMUNITIES. THESE COMMUNITIES AREN'T GOING ANYWHERE IN OUR CHILDREN WILL MAKE BETTER COMMUNITY MEMBERS IF THEY LEARN TO ACCEPT AND APPRECIATE ALL HUMAN BEINGS. I UNDERSTAND THAT SOME BOOKS BRING UP DIFFICULT OR UNCOMFORTABLE TOPICS. BUT WHY WOULD WE WANT TO INSULATE OUR KIDS FROM UNCOMFORTABLE TRUTHS? THEY WERE, UM PUT IN DIFFERENT AREAS OF THE CAMPUS BECAUSE IT'S KIND OF A LARGE CAMPUS AND THEY HAVE A THE GATE PROGRAM AND A FEW OTHER THINGS, BUT THIS YEAR, THEY REALLY KIND OF SHIFTED IT A LITTLE BIT AND MOVED ALL THE FIFTH GRADE TOGETHER AND ALL THE SIXTH GRADE TOGETHER AND ALL THE FOURTH GRADE TOGETHER, WHICH HAS HAD REALLY GRIM, TREMENDOUS IMPACT ON THE STUDENTS AND THE TEACHERS. THEY'RE ALL THEY USED TO BE KIND OF SEPARATE AND EVEN GETTING TOGETHER AND PLAY AS THOSE DIFFERENT AGE GROUPS. IT WAS HARD SO NOW THAT THEY'RE MORE CLOSE TO EACH OTHER. DEMOCRATS AND REPUBLICANS ALL LIVING TOGETHER AND WE'RE REALLY A MIXED COMMUNITY, AND THEY HAD TWO OF THEIR BOARD MEMBERS ON THEIR ONE WAS A REPRESENTATION OF THE RIGHT SIDE, AND ONE WAS THE REPRESENTATION OF THE LEFT, AND THEY TALKED ABOUT HOW THEY WORK THROUGH THEIR DIFFICULTIES IN THE STRATEGIES THAT THEY HAD UTILIZED. AND SO DR MATTHEWS AND I WILL BE DEFINITELY DISCUSSING THOSE STRATEGIES BECAUSE THERE WAS SUPERINTENDENT STRATEGIES AND BOARD STRATEGIES AND THEY GAVE REAL LIFE EXAMPLES. UM ALSO WENT TO MATH FRAMEWORK CLASS BECAUSE YOU GUYS KNOW I'M ALL INTERESTED IN HOW THE NEW MATH FRAMEWORK IS GOING TO BE COMING, AND, BUT THEY MOSTLY FOCUSED ON HOW, UM MATH AND SCIENCE TEACHERS REALLY NEED TO BE TRAINED IN ENGLISH LANGUAGE DEVELOPMENT THAT YOU KNOW MATH. AS THE DAUGHTER OF A FOOTBALL AND WRESTLING COACH. MY DAD WAS WRESTLING COACH FOR 40 YEARS AND SO I REMEMBER VERY FONDLY TRAVELING OUT AS A STAT GIRL. UM, AND ALSO TRAVELING WATCHING MY BROTHER PLAY. BUT LACOSTA IS, UM, IT IS A MAJOR TOURNAMENT. IT'S 64 PLUS TEAMS AND IT'S EXTREMELY EXTREMELY COMPETITIVE. UM AND SO I THINK THAT IF WE BECOME MORE EQUITABLE WITH OUR GRADING PRACTICES, THEN WE WILL FIND THAT WE WON'T NEED TO BE MOVING TEACHERS BASED ON TEACHING STYLES AND GRADING. I ALSO BELIEVE THAT MAYBE WE SHOULD START TO EXPLORE AS ABOARD PROTECTIONS THAT WE CAN PUT IN PLACE FOR STUDENTS WITH ALL OF THE ISSUES THAT ARE GOING ON, AND ALL OF THE THINGS THAT WE HAVE SEEN. AND THE YELLOW, WHICH IS A NONPARTISAN FISCAL ADVISOR TO THE LEGISLATURE HAS RELIED ON A NUMBER OF DIFFERENT ECONOMIC FORECAST FROM ECONOMISTS TELL PREPARE THIS FISCAL OUTLOOK. THE REPORT PROVIDES AN OVERALL ASSESSMENT OF THE ECONOMY AND INCLUDES THE CURRENT YEAR 22 23 , THEN THE FOUR SUBSEQUENT YEARS AS WELL. THIS YEAR IS THE WELL AS WELL AS THE LAST TWO YEARS.

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

NEXT WE HAVE WHAT'S CALLED A QUALIFIED CERTIFICATION AND THAT INDICATES THE DISTRICT MAY NOT BE ABLE TO MEET ITS FINANCIAL OBLIGATIONS, EITHER EITHER IN THE CURRENT OR TO SUBSEQUENT YEARS AND THEN LASTLY, WE HAVE A NEGATIVE CERTIFICATION THAT INDICATES A DISTRICT WILL BE UNABLE TO MEET ITS CURRENT OBLIGATIONS, EITHER FOR THE REMAINDER OF THE CURRENT YEAR OR THE SUBSEQUENT YEAR.

AND, OF COURSE, OUR STAFFS RECOMMENDING THE BOARD A SIGN OF POSITIVE CERTIFICATION TO THE DISTRICT'S FIRST INTERIM REPORT THIS EVENING. SO HERE'S A LOOK AT OUR COMPONENTS OF ANY FUND BALANCE, AND THIS IS HOW WE PROJECT TO CLOSE OUT THE CURRENT YEAR. WE ALSO HAVE THAT LEGAL RESTRICTED RESERVE FOR CASH AND STORES SET ASIDE AT 317,000. AND THEN IN THE CENTER OF SLIDE, YOU CAN SEE THAT WE SET ASIDE SOME OTHER COMMITMENTS. OTHER COMMITMENT FOR TEXTBOOK ADOPTIONS AT FIVE MILLION DECLINING ENROLLMENT AT 10 MILLION AND THEN DEFICIT MITIGATION AT JUST UNDER 16.4 MILLION. ADDITIONALLY WE HAVE INCREASING COST PRESSURES FOR STEPPING COLUMN. HEALTH AND WELFARE BENEFITS IN PERSON STIRS PENSION OBLIGATIONS THAT WILL CONTINUE TO PLACE ADDITIONAL STRAINS ON THE OPERATING BUDGET, MOVING FORWARD. OBVIOUSLY SET NEXT YEAR'S CALENDAR IS SET AND SO THE EARLIEST ANY CHANGE COULD POSSIBLY OCCUR WOULD BE IN THE 24 25 SCHOOL YEAR, AND BOTH THIS YEAR'S CALENDAR AND NEXT YEAR'S CALENDAR ARE ON VIEW IN OUR DISTRICT WEBSITE. WE HAD NINE DISTRICTS START AND YOU CAN SEE THOSE DISTRICTS THERE THE WEEK OF AUGUST 22ND. THERE WERE TWO UNIFIED DISTRICTS THAT BEGAN SCHOOL THAT WEEK. AND THEN THE WEEK OF AUGUST 29TH. IT WAS US AND SO, UM, SO THEY WOULD PUT US MORE IN LINE. SECONDLY AND THERE'S LOTS OF OTHER SMALLER HAD MANAGED TO THIS, TOO. AND TO ME THE BIGGEST CHANGE THAT WE SAW. IN TERMS OF HELPING STUDENTS OUT WAS THAT IF WE DO IT RIGHT, WE CAN MAKE THE FIRST SEMESTER IN IF WE WERE LOOKING AT THIS SCHOOL YEAR, FINAL EXAMS WOULD BE NEXT WEEK AND WE WOULD END THE SCHOOL IN THE FIRST SEMESTER BEFORE WINTER BREAK AND WHAT THAT DID FOR STUDENTS IN BOTH MY PREVIOUS DISTRICTS WAS.

IT GAVE HIM A TRUE WINTER BREAK WHERE THEY WEREN'T STUDYING FOR FINALS. THEY DIDN'T HAVE ANYTHING LOOMING OVER THEM. AND I HEARD PERSONALLY FROM DOZENS OF STUDENTS SAYING THAT WAS A GAME CHANGER FOR THEM BECAUSE YOU KNOW SCHOOLS STRESSFUL FOR KIDS, AND SO TO HAVE THAT CHANGE WAS WAS A BIG DEAL FOR THEM. UM IT WOULD MEAN THAT THE FIRST SEMESTER WOULD BE SLIGHTLY SHORTER THAN THE SECOND SEMESTER . BUT WE DO HAVE TESTING IN THE SECOND SEMESTER, AND THEY DON'T HAVE TO BE EQUAL. AND SO THAT'S ALWAYS ONE OF THE THINGS OUT THERE TO THERE WOULD BE MORE

TIME FOR STUDENTS TO PREPARE FOR A P AND I BE EXAMS IF WE STARTED THE SCHOOL YEAR EARLIER BECAUSE THOSE TESTS ARE ALWAYS SET IN EARLY MAY. UM THAT BEING SAID, I RESULTS ARE REALLY GOOD. AND SO I DON'T KNOW IF THAT'S THAT SHOULD NOT BE OUR MAIN REASON FOR DOING IT. BUT I EVERY AP TEACHER WILL APPRECIATE ONE OR TWO MORE WEEKS TO PREPARE THEIR KIDS FOR THAT. I DO KNOW THAT WE DO HAVE CONFLICTS. RIGHT NOW. WE HAVE SOME STUDENTS WHO WANT TO TAKE COLLEGE COURSES AT LOCAL COLLEGES. AND THOSE COLLEGES BEGIN IN THE SUMMER BEFORE OUR YEAR ENDS IN IN THE SPRING, AND SO THAT WOULD HELP THEM OUT. AND FINALLY FOR PARENTS WHO ARE ATHLETES. UM, WE KNOW THAT SUMMER PRACTICES START IN IN AUGUST OR, UM OR EVEN LATE JULY AT SOME POINTS, AND SO STARTING THE SCHOOL YEAR EARLIER, I MEAN, THAT FAMILIES DON'T NEED TO TAKE AS MUCH OF THEIR SUMMER, UM AWAY BECAUSE IT WOULD BE CLOSER TO THE SCHOOL YEAR WHEN WE GOT THAT IN. UM AND THEN SO, BUT THERE ARE SOME CHALLENGES WITH THIS. AND THE MAIN CHALLENGES. THIS BENEFITS HIGH SCHOOL STUDENTS.

IN MANY WAYS, IT'S A GREAT THING I BELIEVE FOR HIGH SCHOOL STUDENTS. IT. HAS REALLY NO BENEFITS FOR ELEMENTARY STUDENTS OTHER THAN THE FACT THAT OWES ELEMENTARY STUDENTS WILL EVENTUALLY BE HIGH SCHOOL STUDENTS RIGHT AND SO IT DOES BENEFIT THEM THAT WAY, AND I'VE HEARD SUGGESTIONS OF HAVING DIFFERENT SCHEDULES FOR ELEMENTARY, AND THAT'S JUST MEAN KEEP FAMILIES TOGETHER. THAT'S WHAT WE DO SO IT IS A UNIFIED EFFORT WITH ALL ALONG THIS AND AS I SAID, THE VERY BEGINNING, THE TRANSITION CAN BE DIFFICULT , BECAUSE BASICALLY IF WE WERE TO DO THIS IN THE SUMMER OF 25 OR 2020 FOR YOU, YOU LOSE A WEEK OF SUMMER AND I DON'T KNOW ANY STUDENT OR TEACHER OUT THERE OR PROBABLY MOM OR DAD, WHO'S GOING TO APPRECIATE LOSING A WEEK OF SUMMER, BUT YOU GET THE YOU GET THROUGH A TRANSITIONAL PERIOD AND THEN IT'S SET. YOU KNOW THE WHY? YOU KNOW WHY THEY'RE EVEN PROVIDING THIS FUNDING TO SCHOOLS. BUT MORE IMPORTANTLY, WHY, YOU KNOW THEY WANT YOU KNOW THAT DATA AND A LOT OF THAT DATA REALLY WILL BE JUST ALONG THE LINES OF, YOU KNOW, ENROLLMENT ATTENDANCE. YOU KNOW HOW MANY OF THOSE STUDENTS , BUT THEY'RE NOT DISTRICT, OUR ACCESSING AND BEING ENROLLED IN SOME OF THOSE PROGRAMS THAT WE OFFER. QUESTION UM, THE DATA THAT THEY WILL BE COLLECTING HER THAT WILL BE PROVIDING WILL IT HAVE ANY IDENTIFICATION NUMBERS ASSOCIATED WITH ARAB? THE GENERAL NUMBERS? WILL THERE BE NAMES? WILL THEY BE ABLE TO TRACE IT DIRECTLY TO IT? A STUDENT, RIGHT? SO WE, YOU KNOW THAT WE DID HAVE THAT DISCUSSION WITH ORANGE COUNTY INFECTED FOLLOW UP CONVERSATION WITH THEM TODAY TO VERIFY AND ASK THOSE SPECIFIC QUESTIONS. IT IS, IN ADDITION TO WHAT ALREADY PROVIDING NECESSARY PAYING US FOR THE DATA, YOU KNOW THAT THE MONEY THAT WE USE ONCE WE RECEIVE THAT THOSE FUNDS SPECIFIC FOR US TO UTILIZE TO BRING ON ADDITIONAL STAFF AND ADDITIONAL RESOURCES TO CONTINUE NUMBER ONE TO, YOU KNOW, PROVIDE THE PROGRAMS THAT WE GIVE AND MORE IMPORTANTLY, TO BRING ON ADDITIONAL CLERICAL STAFF AND ADMIN STAFF WHO CAN HELP US WITH THE COLLECTION OF THAT DATA, AND TO, ULTIMATELY IT HELPS INFORM US AND I'LL BEST PRACTICES AS WELL. AND SO WHOEVER WE PUT IN THAT ROLE, THEIR PRIMARY GOAL WILL BE TO BE A PART OF THE CURRENT CONSORTIUM WITH ORANGE COUNTY DEPARTMENT OF ED TO WORK WITH THE REPRESENTATIVES FROM THE OTHER DISTRICTS AND START TO WORK IN NETWORK TO BUILD MORE WORK BASED LEARNING OPPORTUNITIES FOR STUDENTS. SO WHEN YOU LOOK AT, UM I'M MOST FAMILIAR WITH ESPERANZA'S PROGRAMS, OBVIOUSLY , BECAUSE THAT'S WHERE I CAME FROM THE ENGINEERING AND MANUFACTURING ACADEMY. THERE'S GREAT OPPORTUNITY TO PROVIDE WORK BASED LEARNING EXPERIENCES IN OUR COMMUNITY FOR THOSE STUDENTS, BUT WE HAVE NOT HAD THE ABILITY TO DO THAT YET. UM COLLECTING DATA IS A PART OF THIS BECAUSE IT'S REALLY GROWING THOSE OPPORTUNITIES IN THE COMMUNITY AND THE WORKFORCE FOR STUDENTS TO GIVE MORE OF THEM THAT OPPORTUNITY TO BE COLLEGE AND CAREER READY, SO IT'S ALL CONNECTED TO THE DASHBOARD INTO THE OPPORTUNITIES FOR STUDENTS.
