TONIGHT, WE BRING TO YOU FOR YOUR REVIEW A COPY OF THE NORTHEAST ORANGE COUNTY PER LOCAL CONTROL.

ANNUAL BUDGET AND ANNUAL SERVICES PLAN PER STATE GUIDELINES OR SPECIAL EDUCATION.

LOCAL PLAN AREAS OTHERWISE KNOWN AS CALPERS, ARE REQUIRED TO DEVELOP A SPECIAL EDUCATION LOCAL PLAN THAT PROVIDES THE PUBLIC WITH THE ABILITY TO PROVIDE INPUT THROUGH THE SCHEDULING OF A PUBLIC HEARING.

MRS. RENEE GRAY, EXECUTIVE DIRECTOR OF SPECIAL EDUCATION, PLAYS A PIVOTAL ROLE IN THE IMPLEMENTATION, OVERSIGHT AND COORDINATION OF OUR DISTRICT SPECIAL EDUCATION PROGRAMS. RENEE AND HER TEAM'S FOCUSED AND DEDICATION AND DEDICATED ATTENTION SERVE TO PROMOTE THE GROWTH AND SUCCESS OF OUR STUDENTS WITH SPECIAL NEEDS THROUGH THE PROVISION OF A CONTINUUM OF PROGRAM OPTIONS WHICH ALLOW US TO MEET THE NEEDS OF STUDENTS WITH DISABILITIES THROUGH BOTH SPECIAL EDUCATION AND OR RELATED SERVICES.

TO PRESENT PLACENTIA YORBA LINDA SPECIAL EDUCATION LOCAL PLAN.

IT'S MY PLEASURE TO INTRODUCE TO YOU THIS EVENING EXECUTIVE DIRECTOR OF SPECIAL EDUCATION, MRS. RENEE GRAY. THANK YOU.

GOOD EVENING. PRESIDENT BUCK, TRUSTEES, SUPERINTENDENT ELSASSER AND EXECUTIVE CABINET FOR THE PUBLIC HEARING THIS EVENING.

THE LOCAL PLAN, WHICH INCLUDES THE ANNUAL BUDGET AND SERVICE PLAN FOR THE NORTHEAST ORANGE COUNTY KALPA, INCLUDING PLACENTIA, YORBA LINDA UNIFIED SCHOOL DISTRICT AND BEREA UNIFIED SCHOOL DISTRICT, IS BEING PRESENTED ON THE BOARD AGENDA THIS EVENING FOR YOUR APPROVAL.

THE REGULATIONS GOVERNING SPECIAL EDUCATION UNDER EDUCATION CODE 56205 MANDATES THAT EACH SPECIAL EDUCATION LOCAL PLAN AREA OTHERWISE KNOWN AS A CPA MUST ENSURE A CONTINUUM OF PROGRAM.

OPTIONS AND SERVICES ARE AVAILABLE TO MEET THE NEEDS OF STUDENTS WITH DISABILITIES FOR SPECIAL EDUCATION AND RELATED SERVICES.

THE CALIFORNIA DEPARTMENT OF EDUCATION HAS ESTABLISHED GUIDELINES FOR THE COORDINATED DEVELOPMENT AND SUBMISSION OF THE SPECIAL EDUCATION LOCAL PLAN.

THIS LOCAL PLAN IS UPDATED AND SUBMITTED ANNUALLY WITH THE FOLLOWING COMPONENTS CONTACTS AND CERTIFICATIONS, ANNUAL BUDGET PLAN, ANNUAL SERVICE PLAN AND REQUIRED ATTACHMENTS.

ONE THROUGH SIX.

LAST YEAR, A PUBLIC HEARING WAS HELD AND THE BOARD APPROVED THE GOVERNANCE AND ADMINISTRATION SECTION, WHICH WILL BE REVIEWED ON A TRIENNIAL BASIS.

THE BUDGET PORTION OF THE PLAN IDENTIFIES EXPECTED EXPENDITURES OF ALL ITEMS, WHICH INCLUDE THE FOLLOWING FUNDS RECEIVED IN ACCORDANCE WITH SPECIAL ED PROGRAM FUNDING, ADMINISTRATION COSTS OF THE PLAN, SPECIAL EDUCATION SERVICES TO PUPILS WITH SEVERE DISABILITIES AND LOW INCIDENCE DISABILITIES.

SPECIAL EDUCATION SERVICES TO PUPILS WITH NON SEVERE DISABILITIES.

SUPPLEMENTAL AIDES AND SERVICES TO MEET THE INDIVIDUAL NEEDS OF PUPILS PLACED IN GENERAL EDUCATION CLASSROOMS. AND LASTLY, REGIONALIZE OPERATIONS AND SERVICES AND DIRECT INSTRUCTIONAL SUPPORT.

THE SERVICE PORTION OF THE PLAN REQUIRES THAT THE SLP DELINEATE THE PROGRAM OPTIONS BY THE NATURE OF SERVICES, WHICH INCLUDES THE CONTINUUM OF SERVICE OPTIONS WITHIN OUR SAPA AND THE PHYSICAL LOCATION AT WHICH THE SERVICES WILL BE PROVIDED.

THE NORTHEAST ORANGE COUNTY SET UP A LOCAL PLAN IS BEING PRESENTED THIS EVENING UNDER CONSENT FOR YOUR APPROVAL.

I WAS A PRINCIPAL IN THE CENTRAL VALLEY.

I WAS A PRINCIPAL IN THE SANTA MONICA, MALIBU AREA, SUPERINTENDENT IN MANHATTAN BEACH.

AND I HAVE YOU GET TO KNOW PEOPLE ON THE WAY.

AND SO WHEN I MY PEOPLE I KNOW STARTED TO HEAR THAT WAS COMING HERE, I GOT A LOT OF PHONE CALLS ABOUT WHAT AN AMAZING PLACE PLACENTIA YORBA LINDA IS AND HOW THE PEOPLE WHO WHO ARE WHO WORK HERE AND SERVED THIS DISTRICT ARE TIRELESS AND REALLY GIVING AND HOW THEY SUPPORT EVERYBODY.

AND SO I CAN'T WAIT TO START MY TIME.

AND ON JULY 1ST, I LOOK FORWARD TO MEETING THIS STRONG LEADERSHIP TEAM.

BEFORE I SHARE MORE, PLEASE ALLOW ME TO PROVIDE A LITTLE BACKGROUND ABOUT GREG.

GREG FIRST JOINED OUR ORGANIZATION AS A SENIOR MAINTENANCE WORKER BACK IN 2020, WITH OVER 20 YEARS OF EXPERIENCE IN RESIDENTIAL AND COMMERCIAL FLOORING AND PAINTING PROJECTS.

BUT HIS STORY IN USD DID NOT BEGIN THERE.

HE IS A PROUD GRADUATE OF VALENCIA HIGH SCHOOL AND RESIDES LOCALLY AS A MEMBER OF OUR COMMUNITY.

HE HAS THREE CHILDREN, ONE WHO HAS GRADUATED FROM VALENCIA HIGH SCHOOL, AND TWO WHO WILL BE ATTENDING VAN BUREN ELEMENTARY NEXT YEAR.

HE AND HIS FIANCEE, JESSICA, ALSO HAPPEN TO BE GETTING MARRIED NEXT MONTH.

HE IS TASKED WITH PERFORMING ELECTRICAL PAINTING, PLUMBING AND CARPENTRY WORK TO ALTER, REPAIR AND SUPPORT THE NEW CONSTRUCTION OF EQUIPMENT AND STRUCTURES.

WHEN ASKED ABOUT GREG, DIRECTOR OF MAINTENANCE AND FACILITIES, BRAD RUNGE SHARES THAT HE IS A DEDICATED, HARDWORKING EMPLOYEE WHO GOES ABOVE AND BEYOND FOR OUR ENTIRE SCHOOL DISTRICT. HE IS A VALUABLE MEMBER OF THEIR DEPARTMENT AND COMPLETES HIS WORK WITH PRECISION AND A POSITIVE ATTITUDE.

SO MUCH SO THAT MR. RUNGE WISHES HE COULD CLONE HIM.

SO ALL OF THIS IS WELL KNOWN TO HIS TEAMMATES AND MAINTENANCE AND FACILITIES.

HOWEVER, A LESSER KNOWN FACT ABOUT GREGG IS THAT HE HAS BEEN TRAINED IN CARDIOPULMONARY RESUSCITATION, OTHERWISE KNOWN AS CPR.

THIS SKILL BECAME HIS MOST IMPORTANT ONE WHEN A VENDOR VISITING VALENCIA HIGH SCHOOL'S CAMPUS IN MAY SUDDENLY EXPERIENCED A HEART ATTACK AND SUBSEQUENT CARDIAC ARREST. AS THIS SITUATION UNFOLDED, VALENCIA HIGH SCHOOL'S TEAM, AS WELL AS GREG AND OTHER DISTRICT EMPLOYEES IN THE AREA, QUICKLY SPRUNG INTO ACTION TO CALL 911 AND SUPPORT THE GENTLEMAN EXPERIENCING THE FRIGHTENING SYMPTOMS THAT COME ALONG WITH SUCH AN EPISODE.

BRAVELY, GREG VOLUNTEERED TO PERFORM CPR ON THE SPOT BEFORE THE EMTS TOOK OVER AND EVENTUALLY TRANSPORTED THE INDIVIDUAL TO A LOCAL HOSPITAL.

AFTER STABILIZING THE MAN, THE RESPONDING DOCTOR SHARED THAT THE CPR PERFORMED ON VALENCIA'S CAMPUS SAVED HIS LIFE.

SO YOU MAY HAVE HEARD THE FOLLOWING SAYING FROM AMERICAN PRODUCER AND DIRECTOR STEVEN SULIK, HELP THE LIFE OF ONE PERSON AND YOU CAN HELP THE COMMUNITY.

GREG TOOK THIS QUOTE AND PUT IT INTO ACTION THROUGH HIS SELFLESS EFFORTS TO HELP THE MAN WHO EXPERIENCED A HEART ATTACK.

HE TRULY DEMONSTRATED EXCELLENCE, COLLABORATION, INTEGRITY AND INNOVATION AND PLAYED AN UNDENIABLE ROLE IN THE VENDOR HAVING A SECOND CHANCE AT LIFE TODAY.

OUR ENTIRE SCHOOL DISTRICT COMMUNITY, INCLUDING THOSE IN MAINTENANCE FACILITIES, ARE PROUD TO CALL HIM A CLASSIFIED EMPLOYEE AND COLLEAGUE.

ELSASSER FIRST ASSUMED THE ROLE OF SUPERINTENDENT BACK IN JANUARY 2021, AT THE HEIGHT OF THE COVID 19 PANDEMIC, AND WITH STUDENTS IN A HYBRID LEARNING MODEL ONLY COMING TO CAMPUS TWO DAYS IN, TWO DAYS A WEEK IN MOST CASES, HE HIT THE GROUND RUNNING UPON HIS START, HAVING MET WITH DOZENS OF PEER USED STAKEHOLDERS AHEAD OF TIME, CALLING THIS THE LISTEN AND LEARN TOUR.

HIS GOAL WAS TO MEAN WAS TO GAIN AN INTIMATE UNDERSTANDING OF THE ENTIRE SCHOOL DISTRICT, COMMUNITY AND UNIQUE CULTURE IN AN EFFORT TO SET HIS VISION AND GOALS IN HIS FIRST YEAR.

IN PARTICULAR, HE TOOK TIME TO GET TO KNOW OUR OUR STUDENTS, TEACHERS AND STAFF ADMINISTRATORS WHO IN TURN PROVIDED HIM WITH AN IN-DEPTH KNOWLEDGE OF THE DISTRICT'S HISTORY. HE ALSO TOURED CAMPUSES, LOOKED AT PROGRAMS AND LOOKED FOR AREAS OF STRENGTH AND GROWTH FOR THE AND THE END LOOKED AT THE

PI USD ADVANTAGE BUILDING ON THE MOMENTUM OF THE LISTEN AND LEARN TO R DOCTORAL SASSER WENT ON TO HAVE A SUCCESSFUL TENURE AS SUPERINTENDENT AND ACHIEVE A LONG LIST OF NOTEWORTHY ACCOMPLISHMENTS.

AFTER JUST THREE MONTHS IN HIS LEADERSHIP, UNDER HIS LEADERSHIP, OUR DISTRICT WAS ABLE TO SUCCESSFULLY SHIFT FROM OUR LEARNING MODALITY FROM HYBRID AND TO FULL TIME IN-PERSON INSTRUCTION FOR STUDENTS IN APRIL 2021.

HE PAVED THE WAY FOR PI LAUSD TO BE ONE OF THE FIRST SCHOOL DISTRICTS IN ORANGE COUNTY TO DO SO, WHILE OTHERS CHOSE TO WAIT UNTIL FALL OF 2021 TO MAKE SOME OF THE SAME CHANGES.

SOME OF THE OTHER ACHIEVEMENTS THAT DR.

ELSASSER HAS HAD WHILE HE IS HERE INCLUDE MAKING HISTORIC INVESTMENTS IN STUDENT WELLNESS THROUGH ADDITIONAL MENTAL HEALTH SUPPORTS AND THE DISTRICT'S NOTICED, NEEDED AND NURTURED CAMPAIGN. HE LED THE EFFORT TO REFINANCE OUR BONDS TO SAVE LOCAL PROPERTY TAX PAYERS APPROXIMATELY $71.5 MILLION.

HE OVERSAW THE DISTRICT PROFESSIONAL DEVELOPMENT ACADEMIES TO BUILD CAPACITY, AND OUR INSTRUCTIONAL LEADERS, TEACHERS AND CLASSIFIED STAFF PLACED OUR SCHOOLS ON VARIOUS AWARD ROSTERS SUCH AS CALIFORNIA DISTINGUISHED SCHOOLS, CALIFORNIA SCHOOLS TO WATCH CALIFORNIA PIVOTAL PRACTICE AWARD AND THE MODEL CONTINUATION HIGH SCHOOL.

HE SUCCESSFULLY NEGOTIATED CONTRACT AGREEMENTS WITH BOTH OF OUR EMPLOYEE ASSOCIATION AND ESTABLISHED THE THE DISTRICT'S CLASSIFIED ADVISORY GROUP, ACCESS AND INCLUSION COMMITTEE AND MENTAL HEALTH AND MENTAL.

INTRAMURAL SPORTS.

ALSO THE HEART AND SOUL EMPLOYEE RECOGNITION PROGRAM AND CLEAR ADMINISTRATIVE CREDENTIAL PROGRAM DIRECTED THE MODERNIZATION OF MANY DISTRICT FACILITIES, INCLUDING OUR ENTIRE CLASSROOM TECHNOLOGY INFRASTRUCTURE THAT YOU ALL WILL SEE NEXT YEAR WHEN YOU COME TO CLASS, WHICH WILL BE AMAZING AND SO MUCH MORE.

ALL THE WHILE, HE SERVED AS A DEDICATED STUART TO OUR STEWARD OF OUR ENTIRE SCHOOL DISTRICT THROUGH BOTH UPS AND DOWNS AND ALWAYS WITH STUDENTS AT THE FOREFRONT OF HIS MIND.

I'M HAPPY TO BE HERE FOR THE FINAL TIME TONIGHT TO SHARE RECENT HAPPENINGS FROM OUR COMPREHENSIVE HIGH SCHOOLS AND ALTERNATIVE SCHOOLS.

ON JUNE 2ND, BUENA VISTA VIRTUAL ACADEMY STUDENTS AND PARENTS VISITED THE IRVINE REGIONAL PARK AND ZOO.

STUDENTS IN KINDERGARTEN THROUGH THIRD GRADE PLAYED TOGETHER AND LEARNED ABOUT ANIMALS.

THEY EVEN GOT TO PET SOME.

AND THIS WAS THE VERY FIRST SCHOOL FIELD TRIP AND BUS RIDE FOR SOME OF THESE SCHOOL STUDENTS THIS WEEK.

BEFORE SUMMER SCHOOL, A SMALL TEAM FROM EL CAMINO REAL WILL BE ATTENDING A CONFERENCE AT THE UNIVERSITY OF CALIFORNIA, IRVINE, TO LEARN MORE WAYS TO SUPPORT STUDENT AND STAFF WELLNESS. EL DORADO HIGH SCHOOL WAS PROUD TO CELEBRATE THE CLASS OF 2022, WITH A WEEK OF EVENTS HIGHLIGHTED BY THE ANNUAL SENIOR SUNSET DRIVE IN MOVIE, HUNDREDS OF GOLDEN HAWKS WATCHED HIGH SCHOOL MUSICAL THREE ON A 20 FOOT BLOWUP SCREEN AND SANG WITH EACH OTHER, TOOK PHOTOS AND ENJOYED WATCHING THE SUNSET ON THEIR HIGH SCHOOL CAREER.

AND THAT'S THE ONE WHERE THEY ALL GRADUATE.

I JUST LEARNED THAT ONE.

PRIOR TO SUMMER, ALL OF THE PEOPLE USED AS BEES CAME TOGETHER FOR A LEADERSHIP CAMP AT VALENCIA HIGH SCHOOL.

THE GOAL WAS FOR THE PROGRAMS, INCLUDING ESPERANZA, TO NETWORK BEFORE EVERYONE BREAKS FOR THE SUMMER.

VENTURA ACADEMY AND GEORGE KEYES SCHOOL CELEBRATED THEIR CLASS OF 2022 GRADUATES IN CEREMONIES ON JUNE 9TH AND 10TH.

FOR THE FIRST TIME EVER, VENTURA ACADEMY'S CEREMONY FEATURED A PERFORMANCE BY THE SCHOOL'S VERY OWN CHOIR.

FOR MANY MONTHS, STUDENTS WORKED HARD TO FINE TUNE THEIR SINGING SKILLS.

IN PREPARATION FOR THE CEREMONY, THEY EVEN RECEIVED A STANDING OVATION.

THE PARKVIEW SCHOOL HELD ITS 2022 GRADUATION AND PROMOTION ON MONDAY, JUNE 13, AT THE PLACENTIA YORBA LINDA UNIFIED SCHOOL DISTRICT PERFORMING ARTS CENTER.

THE SCHOOL AWARDED 31 STUDENTS WITH THEIR HIGH SCHOOL DIPLOMAS.

THREE STUDENTS EVEN RECEIVED THEIR DIPLOMAS AFTER COMPLETING THEIR REQUIREMENTS EARLY AS JUNIORS.

AND THEN VALENCIA HIGH SCHOOL'S PTSA HAS AN ANNUAL TRADITION OF RECOGNIZING STUDENT MEMBERS WITH SCHOLARSHIPS.

THIS YEAR, THE SCHOOL WAS PROUD TO RECOGNIZE 16 OUTSTANDING SENIORS WHO HAVE SHOWN REAL DEDICATION TO THE SCHOOL SPIRIT AND SERVICE.

THEY EMBODY THE CHARACTER TRAITS AND VALUES THAT VALENCIA HOPES TO INSTILL IN EVERY STUDENT.

WAY TO GO, TIGERS AND YORBA LINDA HIGH SCHOOL HELD ITS 2022 COMMENCEMENT CEREMONY ON JUNE 15, WHERE 460 MUSTANGS WERE GRANTED THEIR HIGH SCHOOL DIPLOMAS.

REMARKABLY, 95% OF THOSE SENIORS HAVE ENROLLED TO CONTINUE THEIR EDUCATION IN TWO OR FOUR YEAR COLLEGES OR UNIVERSITIES FOLLOWING GRADUATION.

YEAH, IT'S A COOL EXPERIENCE.

SO WHAT WHAT ADVICE WOULD YOU GIVE OTHER STUDENT BOARD MEMBERS? LAST WEEK WE WRAPPED UP THE END OF ANOTHER SUCCESSFUL SCHOOL YEAR.

NEARLY 2000 OF OUR STUDENTS GRADUATED FROM OUR COMPREHENSIVE AND ALTERNATIVE HIGH SCHOOLS AND ADULT TRANSITION PROGRAM.

THEY WILL NOW EMBARK ON A NEW JOURNEY AT A COLLEGE OR UNIVERSITY IN A CAREER OR BRANCH OF THE MILITARY OR THROUGH ANOTHER TYPE OF POST-SECONDARY ADVENTURE.

WE ARE CONFIDENT IN THEIR CAPABILITIES AS RESPONSIBLE, ETHICAL AND CONTRIBUTING CITIZENS AND CANNOT WAIT TO SEE WHAT THE FUTURE HOLDS FOR EACH OF THEM.

WE HAVE ALSO PARTNERED WITH THE ORANGE COUNTY DEPARTMENT OF EDUCATION TO OFFER CREDIT RECOVERY OPTIONS AVAILABLE THROUGH ACCESS AND PACIFIC COAST HIGH SCHOOL.

OUR DUAL ENROLLMENT PROGRAM THROUGH FULLERTON COLLEGE CONTINUES TO BE AN OPTION FOR USD HIGH SCHOOL STUDENTS AS A FREE WAY TO EARN CSU AND U.S.

TRANSFERABLE COLLEGE CREDITS AT THE MIDDLE SCHOOL LEVEL.

WE WILL HELP STUDENTS REFRESH THEIR SKILLS IN ENGLISH, LANGUAGE, ARTS, MATHEMATICS AND PHYSICAL EDUCATION WHILE OFFERING EXCITING ELECTIVE COURSES.

KRAMER MIDDLE SCHOOL WILL SERVE AS THE VENUE FOR THIS YEAR'S PROGRAM, WHICH WILL TAKE PLACE FOUR DAYS A WEEK.

WE WILL ONCE AGAIN OFFER SUMMER ENRICHMENT FOR OUR ELEMENTARY STUDENTS.

SUMMER ENRICHMENT IS A FEE BASED FIVE WEEK PROGRAM WHERE STUDENTS ROTATE THROUGH ENGAGING FUTURE READY CLASSES OF THEIR CHOICE LED BY PI USD TEACHERS.

THE VENUE FOR ENRICHMENT WILL BE LAKEVIEW ELEMENTARY SCHOOL.

OUR EXPANDED LEARNING SUMMER CAMP AND AFTER SCHOOL EDUCATION AND SAFETY PROGRAM, ALSO KNOWN AS ACES, WILL ALSO TAKE PLACE AT VARIOUS SITES AND FEATURE INDOOR AND OUTDOOR ACTIVITIES, STEAM PROJECTS, EVENTS AND FIELD TRIPS.

AND AS I SHARED IN MY END OF YEAR LETTER LAST WEEK, OUR HOPE IS THAT OUR STUDENTS, STAFF AND FAMILIES WILL BE HAPPY AND HEALTHY OVER SUMMER.

I HAD AN OPPORTUNITY TO VISIT BRYANT RANCH ELEMENTARY SCHOOL GOING THROUGH MANY OF THE CLASSROOMS. I HAD THE CHANCE TO SEE THE REHEARSAL OF THE FIRST GRADERS.

THEY WERE GETTING READY FOR AN ASSEMBLY LATER THAT DAY.

ALSO OF I WAS REALLY, REALLY INTERESTED IN THE POINT AT WHICH THEY'RE RIGHT NOW PUTTING TOGETHER WITH THE HELP OF THE FIFTH GRADE TEACHER, MRS. MCLAIN, THE TINKER LAB.

AND THIS WILL OCCUPY A REALLY GOOD SIZED SPACE THERE ON THE CAMPUS, AND IT WILL BE ABLE TO OR SHE WILL AND OTHERS WILL BE ABLE TO HAVE THE STUDENTS IN THERE AND DO SO MUCH EXPLORING SCIENCE THROUGH STEM THINGS THAT EXPERIMENTS, WHATEVER THAT THAT THEY WILL CREATE.

EL DORADO IS GRADUATION, YORBA LINDA MIDDLE PROMOTION, AND THEN VALENCIA'S GRADUATION, WHICH OF COURSE, IS ALWAYS SUCH A TRADITIONAL. CEREMONY.

EACH EACH HIGH SCHOOL HAS ITS CUSTOMS AND ITS TRADITIONS, AND IT'S ALWAYS ENJOYABLE.

SO I WAS CURIOUS IF THAT COULD BE SOMETHING WE COULD TAKE ON AS A BOARD.

AND I WAS ALSO WONDERING, AT WHAT POINT WILL THE BOARD GET A REPORT ON HOW THE PROGRAMS WE HAVE PURCHASED, HOW HAVE THEY HELPED OUR STUDENTS, AND HOW DO WE KNOW WHAT WE WERE BUYING IS ACTUALLY WORKING? AND SO THAT WOULD BE WE HAVE BOUGHT A LOT A LOT OF PROGRAMS THIS YEAR.

SO I THINK KNOWING THE PROGRESS AND KNOWING IF IT'S BEING EFFECTIVE IS A GOOD THING TO KNOW AS WE CONTINUE TO PURCHASE PROGRAMS. AND ALSO TO A LOT OF PARENTS AND STUDENTS AND EVEN SOME TEACHERS HAVE TALKED ABOUT THIS, THE GREATER TRANSPARENCY IN THE CLASSROOM.

AND SO WHEN WE RETURNED TO SCHOOL, IT WAS SUGGESTED THAT THEY WOULD LIKE TO SEE A COURSE OUTLINE, WHETHER IT'S IN THE SYLLABUS OR ONLINE.

THE PARENTS WOULD LIKE TO KNOW WHAT THE TEACHERS ARE TEACHING IN THE CLASSROOMS, THE NOVELS BEING READ, SUPPLEMENTAL CURRICULUM BEING BROUGHT IN.

THE TEACHERS ARE DOING A FABULOUS JOB AND THE PARENTS ARE SAYING THEY WANT TO COME ALONGSIDE WITH THEM ON THIS JOURNEY.

AND THE THE TEACHERS HAVE EXPRESSED AS WELL ARE THE ONES THAT I'VE SPOKEN TO.

THEY SAID THE MORE CLEAR THAT THE MORE CLEAR THE CURRICULUM AND THE INSTRUCTION THAT'S GOING ON IN THE CLASSROOM IS.

THE MORE THAT THE PARENTS AND STUDENTS GET ON BOARD AND THE CLEARER THE EXPECTATIONS.

SO IF THE PARENTS AND THE STUDENTS CAN OR THE PARENTS CAN ACCESS THIS INFORMATION, THEY CAN BETTER SUPPORT THE TEACHER AND THEIR STUDENTS IN THEIR LEARNING, WHICH IS VERY TRUE.

I HAVE TWO OF MY KIDS.

THEY HATE READING. AND SO ANY TIME THEY HAD TO READ SOME BOOK, THEY WERE PROCRASTINATING GREATLY ON IT, I CAN ASSURE YOU.

AND SO IT COME TO THE QUESTIONS AND I'D SAY, WELL, WHAT BOOK ARE YOU READING? IT WOULD ALMOST BE, WELL, I REALLY DON'T KNOW THE NAME.

AND SO IF I COULD ACCESS SOMETHING ON THE WEBSITE OR IN THE TEACHER'S LIKE FROM THE TEACHER'S WEBSITE, AND I COULD HAVE SEEN WHAT BOOK I COULD HAVE ON THE LIBRARY OR WENT AND BOUGHT IT AND PROBABLY READ IT BY THE TIME THEY GOT HOME OR AT LEAST HAD SOME OVERVIEW.

SO I WAS THINKING LIKE THAT DID MAKE SENSE WHEN PARENTS BROUGHT THAT UP.

THERE'S A LOT OF PARENTS WHO, AS THEIR KIDS HAVE PROGRESSED THROUGH SCHOOL, THEY'VE READ THE BOOKS OR READ THE NOVELS.

SO WHEN THE QUESTIONS DO COME HOME, THEY KIND OF DO IT TOGETHER AND THEY'RE VERY INVOLVED WITH THE STUDENTS.

AND I READ HE WAS A HUGE, HUGE TOPIC THIS LAST MONTH IN EMAILS AND TEXTS AND SOME MEETINGS AND.

A SUGGESTION WAS MADE THAT WE REPLACE IBD AND THAT WE HAVE COMMON ASSESSMENTS THAT ARE BUILT WITH OUR TEACHERS.

THERE'S AN EXCESSIVE AMOUNT OF ALREADY OF MONEY BEING SPENT ON FREDDIE.

AND SO IT'S BEEN SUGGESTED THAT INSTEAD OF USING FREDDIE, WE'LL HAVE THE TEACHERS BUILD THE ASSESSMENTS AND THAT WE SPEND THE MONEY BEING SPENT ON ALREADY ON OUR TEACHERS. SO ESSENTIALLY WHAT I'M ASKING FOR IS JUST SOME CLARITY AND ALIGNMENT AND GRADING THE ASSESSMENTS AND CURRICULUM.

AND I JUST ALSO WANTED TO THANK THE TEACHERS ARE CLASSIFIED STAFF, ADMINISTRATORS, EVERYONE AS A WHOLE FOR THE PHENOMENAL JOB THAT THEY DID THIS YEAR, ATTENDING ALL THESE GRADUATIONS.

AND JUST THE LAST COUPLE OF WEEKS, THE AWARDS AND EVERYTHING THAT WE WERE AT THIS WAS BY FAR, I THINK, STATED BY EVERYONE.

THAT TEAM WAS ORGANIZED AND IT WAS ALMOST MESMERIZED ME WATCHING THEM BECAUSE THEY ALL HAD THEIR PLACE.

THEY KNEW WHAT THEY WERE DOING AND IT WAS LIKE WATCHING A SYMPHONY AND IT WAS VERY IMPRESSIVE.

AND I JUST WANT TO DO A SHOUT OUT TO ALL THE FOOD SERVICES WORKERS FOR MAKING SURE THAT OUR STUDENTS ARE FED EACH DAY BECAUSE SPENDING THE LUNCH IN THAT KITCHEN WAS A GREAT EXPERIENCE.

AND VALENCIA IS A HUGE POPULATION AND THEY GOT ALL THE KIDS THROUGH THE LINE SUPER QUICK WHERE THERE WAS NO LINE AND I WAS JUST REALLY IMPRESSED AND THEY WERE EVEN DOWN EMPLOYEES.

SO EXCELLENT JOB.

ALSO, I HAD THE CHANCE TO GO TO EL CAMINO REAL HIGH SCHOOL WITH AND I WAS JOINED WITH THE YORBA LINDA CHAMBER OF COMMERCE.

AND IT WAS A GREAT DISCUSSION ABOUT PARTNERING WITH THE CHAMBER AND PROVIDING NOT ONLY INTERNSHIPS, BUT LOOKING FOR

IT WAS MENTIONED A COUPLE OF MONTHS AGO THAT SEVERAL I CAN'T REMEMBER THE EXACT NUMBER, SO I'M NOT EVEN GOING TO GUESS.

BUT THEY HAD FINISHED THEIR FOOD HANDLING LICENSE AND SO HOW TO GET MENTORING AND HELP THEM TO BUILD THEIR RESUMES AND MOCK INTERVIEWS AND AND ALL SORTS OF OPPORTUNITIES FOR THEM.

SO I'M EXCITED TO SEE HOW THIS PROGRESSES AND I REALLY APPRECIATE YORBA LINDA CHAMBER STEPPING UP TO HELP OUR STUDENTS.

UM. I VOLUNTEERED AT THE CELEBRATION OF LIFE AT 318, AND I WAS HAPPY TO SUPPORT THAT ORGANIZATION AND TO SEE ALL THE AMAZING WORK THAT THEY DO FOR OUR COMMUNITY.

AND I LOVED HEARING THE STORIES OF THE STUDENTS, OF WHAT THEY'VE BEEN ABLE TO ACCOMPLISH, THEIR COLLEGE PLANS, SEEING THEIR PERSONALITIES. IT'S IT'S SO AMAZING TO HEAR ALL THAT THEY HAVE BEEN ABLE TO ACCOMPLISH IN THEIR HIGH SCHOOL CAREERS.

OVER THE LAST WEEK AND A COUPLE OF DAYS I'VE BEEN ABLE TO ATTEND EIGHT GRADUATION AND PROMOTIONS, AND I REALLY LOVE CELEBRATING AND HONORING OUR STUDENTS ACHIEVEMENTS.

AND IT'S ONE OF MY FAVORITE THINGS.

AND ALL AROUND, HANDS DOWN AT ALL THE SCHOOLS, THE STUDENT ADDRESSES WERE AMAZING.

I'M ALWAYS JUST IN SHOCK AND AWE OF WHAT THEY COME UP WITH AND THEIR MESSAGE OF ENCOURAGEMENT TO THEIR STUDENTS AND HOW THEY EXPRESS THEMSELVES.

IT WAS WE HAVE A GREAT BUNCH OF NEW TEACHERS THAT ARE EXCITED TO BE HERE AND LEARNING NEW THINGS AND IMPLEMENTING IN THE CLASSROOM.

I WAS INVITED BY THE RICH FOUNDATION, GISELE NGUYEN, THE INSIDE THE SPEAKER SERIES.

THEY HAD SIX DIFFERENT SPEAKER SERIES THIS THIS YEAR.

AND THIS WAS THE SIXTH AND FINAL ONE THAT I ATTENDED, THE BRAINCHILD OF GISELLE.

IT'S COMPLETELY STUDENT ORGANIZED.

IT'S PAST STUDENTS THAT ARE COMING BACK AND ANSWERING A SET OF QUESTIONS THAT THE STUDENTS ALREADY WORKED OUT.

AND THERE'S 3 TO 4 PEOPLE AT EACH ONE AND THEY THEY THE STUDENTS LEAD THE WHOLE THING.

SO IT WAS REALLY WONDERFUL TO SEE THE TWO OF THEM AND THEIR FAMILIES THERE CELEBRATING WITH THEM.

MOST GRADUATIONS, YOU'LL HAVE A HANDFUL OF PEOPLE.

THEY HAD TWO ROWS PER PER STUDENT THERE OF PEOPLE TO CELEBRATE.

I ALSO ATTENDED PARKVIEW GRADUATION, EL CAMINO, EL DORADO AND VALENCIA.

IT WAS A HECK OF A WEEK LAST WEEK.

AND THEN RIGHT AFTER OUR LAST BOARD MEETING, I GOT ON A TRAIN AND HEADED TO SAN DIEGO TO THE NAVAL AIR FORCE'S NAVAL AIR STATION, NORTH ISLAND.

AND I SPENT 24 HOURS ON THE USS NIMITZ AIRCRAFT CARRIER AS A DISTINGUISHED VISITOR, WHICH WAS AMAZING.

I LEARNED SO MUCH ABOUT THE NAVY AND THE OPPORTUNITIES FOR SAILORS AND PILOTS, AND THERE WERE SO MANY NUMEROUS JOBS THAT ARE AVAILABLE THERE.

THE PATHS TO GET INTO THE NAVY AND OUT OF THE NAVY.

IT WAS REALLY A FUN EXPERIENCE.

MY FAVORITE PART WAS ACTUALLY SITTING DOWN AND TALKING TO THE SAILORS.

THE SHIP ITSELF IS CONTROLLED AND RUN BY BY YOUNG ADULTS WITH THE AVERAGE AGE OF 20 AND A HALF.

IT JUST IS REMARKABLE WHAT THEY CAN ACCOMPLISH AND WHAT THEY WHAT THEY DO.

I WOULD I WOULD DEFINITELY LIKE TO THANK THE CO XO AND ADMIRAL OF THE USS NIMITZ AND IZZY AVILA, WHO IS THE EDUCATION SERVICES SPECIALIST AND CHIEF, LATANYA PERCY.

THERE WERE NO SAFEGUARDS FOR THE CHILD WHO WHO IS CELEBRATED AND PERSUADED TO ADOPT THE IDEOLOGY AND TAKE ACTION, WHICH MEANS TAKE DRUGS AND CONSIDER PHYSICAL MUTILATION.

AGAIN, THIS IS OUTRAGEOUS.

WE NEED TO HAVE SAFEGUARDS AGAINST THOSE WHO ARE MISUSING AND ABUSING GENDER IDEOLOGY TO GROOM, PERSUADE AND INDOCTRINATE INNOCENT CHILDREN IN OUR DISTRICT.

AND LATER OUR FAMILY WAS INFORMED THAT THE WOODSBORO GATE CLASSES WERE ALL FULL.

YET WE CONTINUE TO REQUIRE OUR STUDENTS TO USE THE PROGRAM.

THE WHOLE ATMOSPHERE IN THE ROOM CHANGES FROM EXCITEMENT TO DREAD WHEN THE STUDENTS HAVE TO LOG ON TO READY.

THERE ARE SEVERAL PROBLEMS WITH IRONY.

AGAIN, UNBEKNOWNST TO PARENTS WHO ARE THE ONES WHO SEND THE KIDS TO SCHOOL WITHOUT ONE.

AND TO THE VERY LAST DAY, A TEACHER TELLING KIDS SHE STRONGLY RECOMMENDS FOR THEM NOT TO HIGH FIVE.

THE SIXTH GRADER GRADUATES DURING THEIR FAREWELL WALK SO THAT THEY DON'T GET SICK WHEN THE TEACHERS AND STAFF UNDERSTAND ANY OF THE ABOVE IS THEIR ROLE IN THE EDUCATION OF OUR CHILDREN.

AND WHAT IS THE BOARD GOING TO DO TO ENSURE NONE OF THESE REPEATS EVER AGAIN? WHEN ARE WE MAKING IT CLEAR THAT IN THIS DISTRICT, MASKS ARE A CHOICE? IN THE SAME MANNER, THE BOARD HERE NEEDS TO TAKE QUICK ACTION FOR ONCE AND FOR ALL.

NO GENDER TALK SHOULD BE ALLOWED OTHER THAN IN THIS SEX ED CLASS.

WE FIRMLY BELIEVE THAT THESE FAVORABLE RESULTS ARE DIRECTLY RELATED TO THE PRIORITY THAT WE PLACE ON SEEKING ONGOING AND FREQUENT INPUT FROM ALL EDUCATIONAL PARTNERS AS A MEANS OF ENSURING WE CONTINUE TO IMPROVE IN THESE AREAS.

THE HIGHEST RATING OF FIVE WAS ACHIEVED FOR OUR FOCUS ON BUILDING RELATIONSHIPS WITH FAMILIES IN THE AREA, INVOLVING THE BUILDING OF PARTNERSHIPS FOR STUDENT OUTCOMES.

PLACENTIA YORBA LINDA RECEIVED A HIGH A VERY HIGH RATING OF 4.5 AND FOUR SEEKING PARENTAL INPUT FOR DECISION MAKING.

THE RATING WAS A 4.75 ON THE STATE'S FIVE POINT SCALE.

NEXT, WE MOVE ON TO PRIORITY SIX, WHICH FOCUSES ON SCHOOL CLIMATE.

FOR THIS MEASURE, WE UTILIZED OUR STAKEHOLDER SURVEY DATA TO COLLECT PERCEPTIONS OF SCHOOL SAFETY AMONG STUDENTS.

ONCE AGAIN, IN GRADES THREE, FIVE, EIGHT AND TEN, SCHOOL CLIMATE HIGHLIGHTS THREE KEY DOMAINS THAT SIGNIFY STUDENTS OVERALL FEELINGS REGARDING SAFETY AND CONNECTEDNESS AT SCHOOL. IN THE AREA OF SAFETY, STATISTICS VARY FROM 88% AT THE ELEMENTARY LEVEL TO 76% AT THE HIGH SCHOOL LEVEL.

IN MEASURING STUDENT BELONGINGNESS FOR WHICH STUDENTS WERE ASKED IF THEY FEEL THEY BELONG AT THEIR SCHOOL.

PERCENTAGES RANGE FROM THE HIGH EIGHTIES TO THE LOW SEVENTIES.

AS WE REVIEW. AND FINALLY, WHEN STUDENTS WERE ASKED IF ADULTS TREAT THEM WITH FAIRNESS AND RESPECT, WE SAW A SIMILAR RANGE.

AS WE REVIEW THESE RESULTS, THERE ARE TWO FACTORS I WOULD LIKE TO POINT OUT, WHICH I BELIEVE WE SHOULD REMAIN MINDFUL OF.

FIRST, THE FEEDBACK WAS COLLECTED IN FEBRUARY OF THIS YEAR AFTER A PARTICULARLY CHALLENGING TIME OF THE YEAR AS A RESULT OF SPIKING COVID CASES AND ABSENCES.

AND TWO IN PARTICULAR, AT THE SECOND SECONDARY LEVEL, THIS WOULD HAVE BEEN THE FIRST YEAR THAT SEVERAL EIGHTH AND 10TH GRADERS FOUND THEMSELVES ON A MIDDLE OR HIGH SCHOOL CAMPUS.

KNOWING THAT MANY STUDENTS REMAINED IN REMOTE LEARNING FOR THE DURATION OF THE PREVIOUS SCHOOL YEAR AS A RESULT OF THE PANDEMIC.

IT'S NOT ALL THAT SURPRISING TO SEE THOSE LOWER PERCENTAGES AT THE SECONDARY LEVELS, KNOWING TRANSITION TAKES TIME.

BUT REGARDLESS OF THESE CHALLENGES WE KNOW THAT WE FACE THIS PAST YEAR.

THESE RESULTS SPEAK TO THE NEED FOR OUR CONTINUED COMMITMENT TO PRIORITIZING OUR EMPHASIS AND FOCUS ON STUDENT WELLNESS.

AS YOU KNOW, WE'VE IDENTIFIED STUDENT WELLNESS AS A PRIORITY IN OUR GOALS AND HAVE ASSIGNED A SIGNIFICANT PORTION OF ONE TIME GRANT FUNDING, ALLOWING US TO CONTINUE TO OFFER SUPPORT THROUGH WELLNESS SPECIALIST ARBITERS AND COUNSELORS AT ALL GRADE LEVELS.

HOWEVER, WE'RE ALSO FULLY AWARE THAT NOTHING CAN REPLACE STRONG STUDENT TEACHER RELATIONSHIPS, GIVEN THE IMPACTFUL ROLE THEY PLAY IN PROMOTING SCHOOL BELONGING AND CONNECTEDNESS AMONGST ALL STUDENTS.

WE REMAIN COMMITTED TO PROMOTING LOVE AND LOGIC, STRATEGIES AND TRAINING FOR ALL TEACHERS, WHICH FOCUSES ON THE SCIENCE OF BUILDING, CARING AND RESPECTFUL RELATIONSHIPS AND CONNECTIONS BETWEEN THE ADULT AND CHILD.

IN ADDITION, WE HAVE IDENTIFIED THREE EFFECTIVE SIGNATURE PRACTICES DISTRICT WIDE FOR IMPLEMENTATION BY ALL TEACHERS NEXT YEAR THAT FOCUS ON ENGAGED INSTRUCTION, GIVING STUDENTS A VOICE, MEETING STUDENTS INDIVIDUAL NEEDS, AND DEVELOPING A CULTURE OF HIGH STANDARDS AND EXPECTATION SCHOOL WIDE.

BY FOCUSING ON DEVELOPING STRONGER RELATIONSHIPS WITH TEACHERS AND SCHOOL STAFF, WE EXPECT TO DRAMATICALLY ENHANCE STUDENT'S LEVEL OF MOTIVATION, RESULTING IN STUDENTS WHO ARE MORE ACADEMICALLY ENGAGED, HAVE STRONGER SOCIAL SKILLS AND MEET BEHAVIOR EXPECTATIONS.

FOR STUDENTS IN GRADES SEVEN THROUGH 12, A BROAD COURSE OF STUDY INCLUDES COURSES IN ENGLISH, SOCIAL SCIENCES, WORLD LANGUAGE, PHYSICAL EDUCATION, SCIENCE, MATHEMATICS, VISUAL AND PERFORMING ARTS. APPLIED ARTS AND CAREER TECHNICAL EDUCATION.

TO ANALYZE MIDDLE AND HIGH SCHOOL COURSE ACCESS, WE PULLED ENROLLMENT AND COMPLETION DATA IN A BROAD RANGE OF CLASSES AMONGST ALL SIGNIFICANT STUDENT GROUPS OVER THE PAST TWO YEARS. RESULTS SHOWED A DECLINE OF DUPLICATED PUPILS ENROLLED IN A THROUGH G COURSE OFFERINGS AND THE NUMBER OF STUDENTS ACTUALLY COMPLETING THE A3 G REQUIREMENTS AT THE HIGH SCHOOL LEVEL, WHICH PROMPTED US TO CONDUCT A ROOT CAUSE ANALYSIS.

STUDENTS WHO DO NOT COMPLETE THE REQUIREMENTS TEND TO FAIL TO FINISH EITHER THE ENGLISH OR MATH SEQUENCES.

BUT SOME STUDENTS ALSO DID NOT COMPLETE THE SIGNS AND FOREIGN LANGUAGE REQUIREMENTS, WHILE SOME STUDENTS FOR JUST ONE COURSE, SHORT OF MEETING A3G REQUIREMENTS MAY ONLY NEED TO COMPLETE TWO OR MORE COURSES.

WE BELIEVE THAT THROUGH THE DEVELOPMENT OF A MORE FOCUSED GOAL, GOALS AND ACTIONS THAT SERVE TO ALLOW US TO REALLY ENSURE AND BE PROACTIVE ON CATCHING STUDENTS BEFORE THEY GO OFF TRACK, WE WILL WE HOPE TO SEE A LOT OF A LOT MORE IMPROVEMENT IN THIS AREA USING OUR EDUCATIONAL PARTNER INPUT.

FINALLY, TEACHER QUALIFICATION REQUIREMENTS REMAIN THE SAME AS THOSE REQUIRED FOR A MULTIPLE TEACHER, MULTIPLE SUBJECT TEACHING CREDENTIAL WITH 24 EARLY CHILDHOOD UNITS OR A PERMIT FOR EARLY CHILDHOOD EDUCATION.

THEREAFTER, WE ADHERE TO THE RECOMMENDED TIMELINE AND ACTIONS STEPS SET FORTH IN THE EPC PROCESS.

WE'RE PLEASED TO SHARE OUR PLAN USING A COMBINATION OF THE PER PUPIL FUNDING ASSIGNED FOR TRANSITIONAL KINDERGARTEN LEARNING AND THE GOVERNOR'S RECENT EDUCATIONAL BUDGET RELEASE.

ALONG WITH ADDITIONAL CATEGORICAL FUNDS, WE WILL SOON BE HIRING ONE FULL TIME, FULLY CREDENTIALED ACADEMIC SUPPORT TEACHER OR ACED AT EACH ELEMENTARY SITE AS A MEANS OF ENSURING COVERAGE AND MAINTAINING THE 1 TO 12 RATIO IN EACH TC CLASSROOM DURING OVERLAP TIME WHEN CLASS ENROLLMENT IS EXPECTED TO REACH 24 STUDENTS.

THE ADOPTED BUDGET REPRESENTS OUR PRELIMINARY BUDGET FOR FISCAL YEAR 2223, AND IT ALSO INCORPORATES ALL THE KEY COMPONENTS OF THE GOVERNOR'S MAY REVISION FOR NEXT FISCAL YEAR. THE REPORTS BASED ON OUR LATEST FINANCIAL INFORMATION AND ASSUMPTIONS THAT WE HAVE AVAILABLE.

IT ALSO CONTAINS OUR ESTIMATED ACTUAL EXPENDITURES FOR THE CURRENT FISCAL YEAR.

THE STATE FISCAL OUTLOOK.

SO HERE'S A LOOK AT THE THE AGENDA FOR TONIGHT.

FIRST, WE'RE GOING TO BE WITH YOU. THE STATE'S CURRENT FISCAL YEAR OUTLOOK, AS WELL AS THE GOVERNOR'S MAY REVISION PROPOSAL FOR NEXT YEAR, FOLLOWED BY A REVIEW OF THE DISTRICT'S 2223 PROPOSED BUDGET AND MULTIYEAR PROJECTION.

WE'RE ALSO GOING TO COVER THE STATE AND FEDERAL COVID 19 RELIEF FUNDING THAT OUR DISTRICT HAS RECEIVED.

AND THEN FINALLY, WE'RE GOING TO WRAP IT UP WITH A REVIEW OF OUR BUDGET TIMELINE.

AND SO HERE'S A LOOK AT THE STATE'S CURRENT FISCAL YEAR OUTLOOK.

SO THE REVISION WAS RELEASED BACK ON MAY 13TH AND IT REFLECTS A DRAMATICALLY DIFFERENT STATE REVENUE OUTLOOK FROM JUST A FEW MONTHS AGO WHEN THE GOVERNOR RELEASED HIS JANUARY BUDGET PROPOSAL.

SINCE THEN, THE BIG THREE STATE REVENUE COLLECTIONS, WHICH INCLUDE PERSONAL INCOME, CORPORATION AND SALES TAXES, ARE UP $31 BILLION OVER THE PAST TWO YEARS ALONE. STATE REVENUES ARE UP AN UNPRECEDENTED 30% IN 2021, AN ADDITIONAL 20% IN THE CURRENT YEAR 2122.

AND BOTH THE LOS OFFICE AND THE DEPARTMENT OF FINANCE ARE FORECASTING MODEST REVENUE GROWTH THROUGH THE END OF THE FORECAST PERIOD, AND THAT'S 25 TO 26.

OF COURSE, THIS REPRESENTS POSITIVE NEWS FOR K 12 EDUCATION, WITH THE PROPOSITION 98 MINIMUM FUNDING GUARANTEE UP AN ESTIMATED $19.6 BILLION, AND THAT'S FOR FISCAL YEARS, 2021 THROUGH THE BUDGET YEAR 22 TO 23.

HOWEVER, THERE ARE SOME SIGNIFICANT RISKS TO BOTH THE STATE AND THE NATIONAL ECONOMIES MOVING FORWARD.

AND SOME OF THE KEY RISKS INCLUDE GLOBAL SUPPLY CHAIN ISSUES, LOW CONSUMER CONFIDENCE AND NEGATIVE IMPACTS OF FEDERAL MONETARY POLICY, AND A RISING INTEREST RATE ENVIRONMENT, AS WELL AS THE WAR IN UKRAINE.

AND WITH CALIFORNIA'S PROGRESSIVE TAX STRUCTURE, THERE'S DEFINITELY AN INCREASED RISK OF REVENUE REDUCTIONS AND A RISING RISK, RISING INTEREST RATE ENVIRONMENT.

AND THERE ARE MANY ECONOMISTS THAT DO BELIEVE THE CURRENT ECONOMIC EXPANSION IS UNLIKELY TO CONTINUE WITH FEARS OF A NATIONAL RECESSION GROWING.

SO THIS NEXT CHART AND IT'S THE CHART THAT YOU SEE OUR STATE REVENUES.

IT'S TITLED. SO THIS CHART HIGHLIGHTS THE STATE REVENUE ESTIMATES THAT WE DISCUSSED EARLIER.

AND FOR THE CURRENT YEAR, STATE REVENUES ARE UP OVER $45 BILLION SINCE THE STATE BUDGET WAS ADOPTED BACK IN JUNE OF LAST YEAR, JUNE OF 2021, OR ROUGHLY $31. BILLION INCREASE SINCE JANUARY OF THIS YEAR ALONE.

UNFORTUNATELY, AS WE TALKED ABOUT EARLIER, THERE ARE SOME MAJOR RISKS TO THE CURRENT ECONOMIC EXPANSION AS WELL AS THE STATE'S BUDGET OUTLOOK.

IN THE NEAR TERM, THE MOST IMMEDIATE THREAT OR RISK IS A FEAR OF PROLONGED INFLATION.

AND IF INFLATION WERE TO PERSIST, THE FEDERAL RESERVE WILL LIKELY NEED TO CONTINUE TO RAISE INTEREST RATES, WHICH COULD TRIGGER ANOTHER NATIONAL RECESSION.

SO THERE'S A CHANCE THAT THE GOVERNORS MAY REVISION PROPOSAL FOR NEXT YEAR 2223 AND THEN MOVING ON TO THE NEXT SLIDE.

AS A RESULT OF THE RISING COST PRESSURES.

THE MAY REVISION INCLUDES A STATUTORY COST OF LIVING ADJUSTMENT OF 6.56% UNDER AN LCV FUNDING FOR NEXT FISCAL YEAR.

ADDITIONALLY, THE GOVERNOR IS PROPOSING A $2.1 BILLION AUGMENTATION IN ONGOING LCF BASED FUNDING OF APPROXIMATELY 3.3%, AND THEN CERTAIN CATEGORICAL PROGRAMS THAT ARE FUNDED OUTSIDE THE LCF WILL ALSO RECEIVE THAT STATUTORY GOAL OF 6.56% FOR NEXT FISCAL YEAR.

AND THOSE PROGRAMS INCLUDE OUR SPECIAL EDUCATION PROGRAM, CHILD NUTRITION AND THE MANDATE BLOCK GRANT PROGRAM.

AND THEN ANOTHER KEY COMPONENT OF THE GOVERNOR'S MAY REVISION IS AN $8 BILLION ALLOCATION IN ONE TIME DISCRETIONARY FUNDING.

THAT'S ESTIMATED AT $5,500 PER STUDENT.

AND IF THIS ONE TIME FUNDING IS INCLUDED AS PART OF THE STATE'S FINAL ADOPTED BUDGET ACT, OUR STAFF WILL UPDATE OUR BUDGET ACCORDINGLY.

SO THIS NEXT NEXT SLIDE WE'RE LOOKING AT IS THE TITLE OF THE GOVERNOR'S JANUARY BUDGET VERSUS THE MAY REVISION.

AND SO THIS CHART HIGHLIGHTS SOME OF THE KEY CHANGES BETWEEN THE GOVERNOR'S JANUARY BUDGET PROPOSAL AND HIS MAY REVISE.

AND WE ALSO KNOW THAT THERE WAS A $2.8 BILLION INCREASE IN LCV FUNDING, AND THAT'S DUE IN LARGE PART TO THAT SIGNIFICANT INCREASE IN STATE REVENUES THIS YEAR AND THE $2.1 BILLION AUGMENTATION THAT'S PROPOSED BY THE GOVERNOR AS PART OF HIS MAY REVISION.

AND THEN THIS SLIDE ALSO HIGHLIGHTS THE INCREASE IN THE STATUTORY COLA THAT WAS ESTIMATED AT 5.33% BACK IN JANUARY OF THIS YEAR.

IT'S NOW BEEN REVISED UP TO 6.56% AS OF THE MAY REVISION.

SO MOVING ON TO THE NEXT SLIDE.

SO THE MAY REVISE ALSO INCLUDES A NUMBER OF OTHER INITIATIVES THAT WERE PROPOSED BY THE GOVERNOR.

AND THIS SLIDE HIGHLIGHTS A COUPLE OF THOSE KEY INITIATIVES TO ADDRESS THE DECLINING ENROLLMENT FUNDING CLIFF THAT WAS TRIGGERED BY THE PANDEMIC.

A GOVERNOR MAINTAINS HIS JANUARY BUDGET PROPOSAL TO AMEND THE LCF CALCULATION AND THIS IS TO ALLOW DISTRICTS TO UTILIZE THE GREATER CURRENT YEAR PRIOR YEAR OR THE AVERAGE OF THREE PRIOR YEARS.

ADA REVISION ALSO INCLUDES AN ADDITIONAL ALLOCATION AND ONGOING FUNDING NEXT YEAR, AND THIS IS FOR THE EXPANDED LEARNING OPPORTUNITIES PROGRAM, AND THIS BRINGS TOTAL ONGOING FUNDING TO $4.8 EXCUSE ME, $4.8 BILLION IN 2223 AND FUNDING IS ESTIMATED AT $2,500 PER DUPLICATED PUPIL.

AND THESE FUNDS MUST BE USED TO PROVIDE BEFORE SCHOOL, AFTER SCHOOL, SUMMER AND INTERSESSION LEARNING PROGRAM FOR STUDENTS.

IT'S ALSO IMPORTANT TO NOTE THAT THE LEGISLATURE DID APPROVE A PLACEHOLDER BUDGET BACK ON JUNE 13TH, AND THE FINAL BUDGET IS EXPECTED TO BE APPROVED SOMETIME BEFORE THE END OF THE MONTH, AND THAT'S AFTER THE LEGISLATURE AND THE GOVERNOR HAVE REACHED AN AGREEMENT ON A FINAL BUDGET DEAL.

NEXT, WE'RE GOING TO REVIEW SOME OF THE KEY CHANGES THAT OCCURRED SINCE THE SECOND REPORT WAS APPROVED BACK IN MARCH.

AND THAT IS TITLED KEY CHANGES SINCE THE SECOND INTERIM.

SO IN THIS CHART YOU CAN SEE THAT THE COST OF LIVING ADJUSTMENTS AS WELL AS THE CALPERS AND THE CALSTRS EMPLOYER CONTRIBUTION RATE ESTIMATES FOR EACH OF THE NEXT THREE YEARS.

IN ADDITION TO THE COLA NEXT YEAR, A PROJECTED COLAS IN BOTH 23, 24 AND 2425 HAVE BEEN REVISED UPWARD AS WELL.

REGARDING THE CALPERS EMPLOYER CONTRIBUTION RATE ESTIMATES, THE RATE DECREASE FROM 26.1% IN JANUARY TO 25.37% IN MAY, AND THAT'S FOR NEXT FISCAL YEAR.

AND LIKEWISE, THE CALPERS EMPLOYER CONTRIBUTION RATE ESTIMATES ARE FORECAST TO DECREASE SLIGHTLY IN EACH OF THE NEXT TWO YEARS AS WELL.

ON THE OTHER HAND, THE CALSTRS EMPLOYER CONTRIBUTION RATE ESTIMATES REMAIN UNCHANGED AT 19.1% OVER THE THREE YEAR FORECAST PERIOD.

HOWEVER, WHEN WE COMPARE TO LAST YEAR, THE CALPERS RATES ARE SET TO INCREASE FROM 22.91% IN 2122 TO 25.37% IN THE BUDGET YEAR 2223.

AND THE CALSTRS RATES ARE ALSO SET TO INCREASE FROM 16.92% IN 2122 TO 19.1% AND 20 TO 23.

AND NEXT, WE'LL TAKE A LOOK AT THE ADDITIONAL STATE AND FEDERAL COVID 19 RELIEF FUNDING THAT OUR DISTRICTS RECEIVED.

AND AS YOU CAN SEE FROM THIS, THIS CHART COST FOR STEP AND COLUMN MOVEMENT, PERSON SERVICE, PENSIONS AND HEALTH AND WELFARE BENEFITS EXPECTED TO GO UP SLIGHTLY OVER 3% PER YEAR OVER THAT THREE YEAR FORECAST.

AND THEN ON THE OTHER HAND, AFTER ADJUSTMENTS FOR DECLINING ENROLLMENT OR LCF BASED FUNDING EXPECTED TO INCREASE THAT ROUGHLY 3.3% OVER THAT SAME THREE YEAR FORECAST. AND THEN MOVING ON TO OUR LAST SLIDE.

THE BUDGET TIMELINE IN ORDER TO MEET THAT JUNE 15TH CONSTITUTIONAL DEADLINE.

LEGISLATURE DID PASS A MAIN BUDGET BILL THAT WAS BACK ON JUNE 13TH, AND THE GOVERNOR HAS UNTIL THE END OF THIS MONTH TO SIGN THE FINAL APPROVED BUDGET.

OF COURSE, OUR STAFF WILL EVALUATE ANY DIFFERENCES BETWEEN THE GOVERNOR'S MAY REVISION AND THE FINAL ADOPTED STATE BUDGET AND ANY CHANGES WILL BRING.

WE'LL BRING FORWARD TO THE BOARD FOR FUTURE CONSIDERATION.

BUT I KNOW THERE'S A LOT OF A LOT OF SUPPORT FOR ADDITIONAL TRANSPORTATION FUNDING WHEN YOU LOOK AT THE FUNDING THAT WE DO RECEIVE.

IT REALLY IS JUST PENNIES ON THE DOLLAR.

AND SO EVEN IF IT WAS A COLA, THAT WOULD BE A GREAT START JUST TO GET SOME ADDITIONAL FUNDING.

THAT'S A PROGRAM WE HAVEN'T RECEIVED A CALL ON AND IN DECADES.

SO IF WE COULD EVEN GET A COLA, THAT WOULD BE GREAT.

BUT IF THEY WERE LOOKING AT ANY OTHER ENHANCEMENTS, YOU KNOW, FUNDING TRANSPORTATION COMPLETELY, OBVIOUSLY THAT WOULD BE A GREAT THING.

SO THAT'S FACTORED INTO THE NUMBERS THAT WE PRESENTED AND SHARED TONIGHT.

SO WE DID GET THE COLA, BUT THERE WAS ALSO AN INCREASE IN THE AB 602 BASE RATE AS WELL.

AND I THINK, YOU KNOW, IF YOU LOOK AT THE BACK THE LAST FEW YEARS, A COUPLE OF YEARS IN PARTICULAR, THEY HAVE MADE SOME AUGMENTATIONS TO SPECIAL EDUCATION FUNDING AT THE STATE LEVEL. THEY'VE DONE, I THINK, A GOOD JOB OF TRYING TO PROVIDE ADDITIONAL RESOURCES AT THE FEDERAL LEVEL.

THAT'S STILL NOT SO MUCH.

I THINK THAT'S AN AREA IT WOULD BE GREAT TO SEE SOME ADDITIONAL MONIES TO COME IN TO HELP SUPPORT OUR SPECIAL EDUCATION PROGRAM, THINGS THAT THEY'VE TALKED ABOUT FOR YEARS.

AND AND SO MAYBE IN THE FUTURE WE MIGHT GET SOME ADDITIONAL MONIES FROM THE FEDERAL GOVERNMENT TO HELP AS WELL.

BUT THE STATE, I THINK, HAS DONE A LITTLE BIT OVER THE LAST COUPLE OF YEARS.

OBVIOUSLY, WE NEED SOME MORE SUPPORT THERE.

I THINK WHEN YOU LOOK AT THE BUDGET DOCUMENTS, ABOUT 24 MILLION IS WHAT OUR DISTRICT CONTRIBUTION WOULD BE FROM OUR GENERAL FUND APPROXIMATELY.

PROPOSITION 55, WHICH WAS APPROVED BY THE VOTERS THIS WAS BACK IN NOVEMBER OF 2016, CONTINUES THE INCOME TAXES INSTITUTED INSTITUTED BY PROPOSITION 30 THROUGH THE YEAR 2030.

AND THESE TAX REVENUES ARE ACCOUNTED FOR IN THE STATE'S EDUCATION PROTECTION ACCOUNT.

EACH YEAR, SCHOOL DISTRICTS ARE REQUIRED TO DETERMINE HOW THE FUNDS FROM THE EDUCATION PROTECTION ACCOUNT ARE SPENT.

AND FOR 2122 STAFF ESTIMATES, IT WILL RECEIVE APPROXIMATELY 4.9 MILLION FROM THE STATE'S EDUCATION PROTECTION ACCOUNT.

AND ALL OF THESE FUNDS WILL BE SPENT ON CLASSROOM TEACHER SALARIES.
