[CLOSED SESSION]

OKAY, WE'RE GOING TO COME BACK TO OPEN SESSION AT SIX O'CLOCK. A REGULAR SESSION. AND I HAVE A

[REGULAR SESSION]

REPORT OUT OF OPEN SESSION, THE BOARD MET AND VOTED TO APPROVE THE STIPULATED EXPLOSION AGREEMENT BETWEEN THE PLACENTA OR BLENDING UNIFIED SCHOOL DISTRICT AND PARENTS OF 2 TO 13 C. A MOTION BY MRS FREEMAN, SECOND BY MRS ANDERSON AND MOTION CARRIED 40. I'M SORRY THAT WAS IN CLOSED SESSION. OKAY? SO MRS BLADES WILL YOU LEAD US IN THE PLEDGE, PLEASE? BEFORE WE MOVE FORWARD WITH THE REMAINDER OF OUR BOARD MEETING TONIGHT, WE WOULD LIKE TO ASK THOSE IN ATTENDANCE AND WATCHING AT HOME VIA LIVESTREAM TO PAUSE FOR A MOMENT IN SILENCE AND HONORABLE MEMORY OF THOSE WHO HAVE TRAGICALLY LOST THEIR LIVES AS A RESULT OF RECENT MASS SHOOTINGS. BOTH LOCALLY AND NATIONALLY, INCLUDING THE 19 STUDENTS AND TWO TEACHERS WHOSE LIVES WERE TAKEN AT ROB ELEMENTARY SCHOOL. AND YOU HAVE ALL THE TEXAS ON MAY 24TH. WHAT OCCURRED IS AN UNSPEAKABLE TRAGEDY AND THE SENSELESS LOSSES OF LIFE ARE DIFFICULT TO PROCESS. BUT WE HAVE NO WORDS THAT ARE EQUAL THE DEPTHS OF THE LOSSES. THESE COMMUNITIES ARE SUFFERING. OUR SCHOOL DISTRICT WANTED TO EXPRESS OUR DEEPEST AND MOST SINCERE THOUGHTS AND PRAYERS TO THE VICTIMS AND THEIR LOVED ONES. PLEASE JOIN US FOR A MOMENT OF SILENCE NOW.

THANK YOU. SO WE'LL MOVE ON NOW, WITH REAL CALL AND MR YOUNGBLOOD IS NOT JOINING US TONIGHT. SO WE HAVE FOUR MEMBERS THAT ARE HERE. THAT WILL TAKE US TO APPROVAL OF AGENDA. I'LL MAKE A MOTION TO

[APPROVAL OF AGENDA]

APPROVE THE JUNE 7 2022 BOARD OF EDUCATION AGENDA, AS RECOMMENDED BY THE SUPERINTENDENT, SECOND.

PRESIDENT BUCK I NEED TO PULL ONE ITEM THIS EVENING OFF THE CONSENTED AND ITS CONSENT ITEM NUMBER 31. THANK YOU. SO THIS WILL BE AN AGENDA WITH THE AMENDED JUST REMOVAL OF NUMBER 31. OKAY, SO WE'LL TAKE A MOTION OR WE'LL TAKE A VOTE. ALL THOSE IN FAVOR, AYE. AND OPPOSED.

MOTION CARRIES 40. OKAY, THAT BRINGS US TO OUR PUBLIC COMMENT ANNOUNCEMENT THEIR FORMS

[PUBLIC COMMENT ANNOUNCEMENT]

AVAILABLE IN THE FOYER. UM THEY MUST BE COMPLETED AND TURNED IN PRIOR TO THE DESIGNATED TIME FOR PUBLIC COMMENT. WE PROVIDE A MAXIMUM OF 30 MINUTES PER, UH, FOR PUBLIC COMMENT. AND A MAXIMUM OF FIVE MINUTES PER PERSON. IF ANY TRANSLATION IS NEEDED, WE CAN ADD AN ADDITIONAL FIVE MINUTES FOR THAT. UM AND I WON'T READ OUT TONIGHT, BUT WE DO HAVE A CIVILITY POLICY, AND WE JUST WANT TO MAKE SURE THAT EVERYBODY IS KIND TO EACH OTHER AND HAS THE OPPORTUNITY TO SPEAK

[PUBLIC COMMENT]

AND BE HEARD. AND THAT TAKES US RIGHT TO PUBLIC ON IT. WE HAVE SIX CARDS, SO I'LL READ THREE AND THEN I'LL READ THE OTHER THREE AND WE'LL GO IN THAT ORDER. THE FIRST WILL BE DARREN HOUGHTON. NUMBER TWO IS RON COLORLESS AND NUMBER THREE IS SARAH PHILLIPS. IF YOU'LL COME UP TO THE PODIUM HERE, ARE YOU, DARREN? YOU CAN GO FIRST. AND WE'LL SET THE TIMER FOR FIVE MINUTES. NOT THE GREATEST PUBLIC SPEAKER HERE, SO WE'LL JUST KIND OF GO THROUGH IT. I'M DARYN HALTON. I LIVE AT 4 18 BROWER AVENUE. CITY OF PLACENTA. UM ON THE 40 YARD LINE OF THE FOOTBALL FIELD AT ELDORADO. THE REASON WHY I'M HERE IS NOTIFIED THAT ELDORADO HAS BEEN TALKING ALONG WITH ESSENTIALLY NO RIGHTS SCHOOL DISTRICT ABOUT PUTTING LIGHTS IN FOR. EXTRACURRICULAR ACTIVITIES. I WAS UNABLE TO ATTEND THE ONE OF THE HIGH SCHOOL I WAS OUT OF TOWN. I DON'T KNOW WHAT THIS STANCE IS WITH THE DISTRICT ON WHAT THE BENEFIT OF HAVING LIGHTS ARE WE WENT THROUGH THIS PROCESS FOUR OR FIVE YEARS AGO AT THE SCHOOL, AND IT KIND OF GOT SHOT DOWN.

I'VE LIVED THERE FOR APPROXIMATELY 20 YEARS. WHEN I BOUGHT THE HOUSE THERE IT WAS.

TREE LINED. HAD THE OLD GRASS THERE AND I'M ALL FOR CHANGE. THEY TORE THE TREES DOWN. AND IN

[00:05:06]

IT IMPACTED MY HOUSE, AND I'M OKAY WITH IT IF IT BENEFITED THE STUDENTS. SO I'LL MAKE IT KIND OF QUICK WHEN THEY DID PUT THE TEMPORARY LIGHTS IN THERE. IT WAS UNDER THE UNDERSTANDING THAT IT WAS GOING TO BE USED FOR STUDENTS. THAT IS NOT HAPPENING. I THINK 1% OF THE LIGHTS BEING USED HAVE NOT BEEN USED BY THE STUDENTS OF PLACENTIA, YORBA LINDA. IT'S BEEN PAY TO PLAY TYPE PLACES THAT HAVE USED THEM SOCCER. AND THE FOLKS. I ATTENDED ESPERANZA HIGH SCHOOL.

I WENT BY THERE, PROBABLY THREE OR FOUR YEARS AGO AND HAVE SEEN THE IMPACT OF THE LIGHTS THAT THEY PUT ON THERE. THAT IS NOT SOMETHING. ANYBODY IN THIS ROOM WOULD WANT TO GO. AND BUY A HOUSE AT WHEN I BOUGHT THE HOUSE. I HAD TREES IN THE BACKYARD WITH OWLS THAT LIVE BACK THERE. MY KIDS WENT TO SCHOOL AT ELDORADO HIGH SCHOOL AND GRADUATED. ONE WAS IN BAND.

I WOULD TAKE HIM TO VALENCIA HIGH SCHOOL AND HE WOULD PERFORM . THEY'RE VERY PROUD OF HIM GOING TO THE SCHOOL AND BEING PART OF THE BAND. MY OTHER KID BEING SOCCER WOULD DO PRACTICE FROM 3 30 IN THE AFTERNOON TILL FIVE O'CLOCK IN THE EVENING. I DON'T SEE A BENEFIT OF THE LIGHTS. BEING THERE. I KNOW I'M IT'S A SELECT FEW THAT LIVE ON THAT STREET THAT'S GOING TO BE IMPACTED TO A CERTAIN DEGREE. BUT NO OTHER SCHOOL DISTRICT AROUND HERE FROM FULLERTON ORANGE HAS LIGHTS IT EVERY ONE OF THEIR HIGH SCHOOLS, NOT ONE. I UNDERSTAND YOUR BLENDER BEING BUILT THAT WAS BUILT INTO IT. YOU KNOW WHEN, WHEN WE HAD THIS DISCUSSION FOUR YEARS AGO WITH THE FOOTBALL TEAM BOOSTERS AND STUFF LIKE THAT. THE COMMENT WAS MADE TO ME OF WHY WOULD YOU MOVE THERE? YOU MOVE THERE. YOU COULD ALSO SAY THE SAME THING WITH PEOPLE THAT MOVED TO JOHN WAYNE AIRPORT AT THE BEGINNING WHEN IT WAS A NON COMMERCIAL AIRPORT. IT WAS SMALL. IT WASN'T NO BIG DEAL, AND NOW YOU'VE GOT JETS GOING THOSE PEOPLE WERE COMPENSATED. THEY, YOU KNOW.

RETROFITTED THEIR HOUSES AND STUFF LIKE THAT. THERE'S NO FIXING THIS. MY OTHER PART IS WHERE IS IT GOING TO STOP? YOU'VE GOT LIGHTS THAT ARE GOING UP, OKAY. I CAN LIVE WITH THAT, TO A CERTAIN DEGREE, A SOUND SYSTEM. AND. THEY'RE NOT GOING TO GO UNTIL 10 O'CLOCK AT NIGHT . AND THEN I'VE GOT AT SEVEN O'CLOCK IN THE MORNING. I'VE GOT THE BAND THAT COMES IN. IT'S JUST IT IMPACTS A LOT IN SO I IMPLORE YOU TO I DON'T. I WASN'T ABLE TO ATTEND THE MEETING, SO I DON'T KNOW IT WAS BROUGHT UP AT THAT. I DON'T KNOW IF IT'S BEING PUSHED THROUGH. I KNOW THE MONEY. COULD BE SPENT OTHER WAYS. I KNOW IT'S FACILITATED BY THESE PAY TO PLAY. PEOPLE ARE PAYING THE DISTRICT TO USE THE FACILITIES. AND MAYBE IT'S NOT COMING OUT OF THE FUNDS, BUT I IMPLORE YOU, NOT. IT WOULD IMPACT A LOT OF PEOPLE. IN MY OPINION FOR A SMALL BENEFIT OF PROBABLY 1% OF THE FOOTBALL TEAM , MAYBE USES IT FOR A SHORT TIME WHEN WE DO GO TO TIMES THANK YOU. THANK YOU. AND NEXT WILL BE RON COLORLESS. MY NAME IS RON COLORLESS AND I'M A NEIGHBOR OF DARREN'S. HE COVERED REAL WELL, EXACTLY ALL THE THINGS THAT ARE IN MY MIND.

I CAN'T THINK OF ANYTHING TO ADD. THANK YOU. THANK YOU. SARAH PHILLIPS, AND THEN FOLLOWING SARAH WILL BE CRAIG FULMER. LINDA MANNION AND RAQUEL F. GOOD EVENING, EVERYONE. AND THE LIBRARY AT YOUR BELINDA HIGH SCHOOL. FIRST I'D LIKE TO WISH TO ALL THE RAINBOW FAMILIES AND STAFF IN OUR DISTRICT THAT HAPPY PRIDE MONTH. I DON'T HAVE A PHYSICAL DISPLAY UP IN THE LIBRARY SINCE WE'RE IN THE MIDST OF COLLECTING EVERYTHING AND CLOSING OUT FOR THE YEAR. BUT THERE IS A VIRTUAL DISPLAY IF ANYBODY'S INTERESTED. THERE WILL BE A PHYSICAL DISPLAY IN OCTOBER FOR LGBT Q PLUS HISTORY MONTH. SO THIS BRINGS ME TO DIVERSITY, EQUITY, INCLUSION AND ACCESS ALL THE THINGS I SUPPORT AND STRIVE FOR AS A TEACHER LIBRARIAN. I SAW IN THE EL CAP THAT INCLUSION AND ACCESS NUMBERS ARE DOWN IN THE WRONG DIRECTION FROM THE DISTRICT SURVEY RESULTS THAT'S ON PAGE 98 99 IN THE EL CAP THAT WAS POSTED I'M LOOKING FORWARD TO THE ACTIONS OF DISTRICT WILL TAKE A SPECIALLY THE TRAINING THAT'S MENTIONED FOR INCLUSION AND RESTORATIVE PRACTICES FOR TEACHERS. I'M VERY INTERESTED IN THE BOARD, APPROVING SITE SPECIFIC TRAINING AND AREAS THAT THE SITE RECOGNIZES IT NEEDS THE MOST. I'M ALSO PLEASED AT THE BOARD UNANIMOUSLY APPROVED THE MULTICULTURAL STUDIES COURSE. I WAS VERY EXCITED ABOUT THAT. THAT'S ONE STEP TOWARDS THE CULTURAL COMPETENCE THAT OUR STUDENTS NEED. UM I'LL END WITH A BOOK A BOOK THAT I READ A

[00:10:05]

COUPLE MONTHS AGO. IT'S TITLED THIS IS HOW IT ALWAYS IS. BY LAURIE FRANKEL. IT'S A FICTIONAL BOOK THAT EXPLORES THE TRAVELS OF A FAMILY. A MODERN FAMILY WHERE CHALLENGES UM ABOUT A TRANSGENDER OR THE SAME AS ANY OTHER STRUGGLES OF GROWING UP. THE BOOK OPENED MY EYES TO THE REALITIES OF KIDS AND FAMILIES THAT ARE DEEMED DIFFERENT. I LAUGHED AND I CRIED THROUGH THIS BOOK. OH, AND BOOKS LIKE THIS CREATE EMPATHY, AND THAT IS DEFINITELY SOMETHING THAT'S NEEDED IN ANY KIND OF INCLUSION WORK. THANK YOU FOR YOUR TIME. THANK YOU. NEXT, CRAIG FULLER OR FULMER? SORRY. GOOD EVENING AND THANK YOU FOR MAKING THIS TIME AVAILABLE. UM WE HAPPEN TO LIVE ON BROWER AT THE OTHER END OF THE STREET FROM DARREN AND RON. AND WE MOVED THERE IN 1970 1997 SO 25 YEARS. I HAD TWO SONS THAT ATTENDED ELDORADO. THE OLDER ONES ARE PROUD. GRADUATE OF TROY HIGH SCHOOL WITH MYSELF, BUT THAT'S A SEPARATE TOPIC. UM I DON'T UNDERSTAND THE NEED FOR THESE LIGHTS. UM LIKE THEM. WHEN WE BOUGHT OUR HOUSE. WE ACTUALLY HAD ATHLETIC FIELDS BEHIND OUR HOUSE. WE NOW HAVE A PARKING LOT BACK THERE. YOU KNOW, THEY PUT IN LIGHTS THAT SUPPOSEDLY ARE NOT GOING TO BOTHER NEIGHBORHOOD . I CAN STAND ON MY SECOND FLOOR MASTER BEDROOM AND THE LIGHTS ARE ON AT NIGHT. AND THE LIGHTS . I CAN SEE THE LIGHT BULBS THEY LITERALLY SHINE INTO OUR BED. SHINE INTO OUR BATHROOM. THEY'RE NOT FOCUSED DOWN. SO. I KNOW THE COACHES SHOW UP AT ABOUT A QUARTER TO FIVE IN THE MORNING. I HEAR THEM DRIVE BEHIND MY HOUSE PARK THEIR CAR. BIGGER THE KIDS COME IN AT 5 30 IN THE MORNING FOR SWIMMING, WATER POLO, ETCETERA AND PARK BEHIND US. YOU KNOW WHAT YOU'RE ASKING OUR NEIGHBORHOOD TO DEAL WITH IS ACTIVITY IN THE PARKING LOT ON THE FIELD FROM 5 30 IN THE MORNING UNTIL 10 O'CLOCK AT NIGHT. AND IT'S INCREDIBLY OBTRUSIVE. EVEN THINK THAT THIS IS GOING TO FLY. YOUR THING IS ESPERANZA NAME ANY OTHER SCHOOL YOU WANT? THESE PEOPLE ARE GOING TO THEY'RE GOING TO 70 FT POLE.

10 FT BEHIND THEIR HOUSE. THERE'S NO SET BACK FROM THE FIELD TO THE NEIGHBORHOOD. 70 FT POLE, 10 FT BEHIND THEIR HOUSE. ACROSS THE FIELD FIELD IS 200 FT. WIDE I PLAYED FOOTBALL.

THOSE LIGHTS ARE GOING TO BE SHINING FROM 220 FT AWAY DIRECTLY INTO THEIR BACKYARDS AND OURS, TOO, FOR THEM. VALENCIA 500 FT. FROM THE LIGHTS THAT FACE THE HOUSES TO THEIR HOUSES. IT'S AN INCREDIBLE IMPOSITION. IT'S UM I MEAN, IT'S EGREGIOUS CANDIDLY. AH! YOU KNOW, THE LAST THING THAT I'VE HEARD FROM OUR NEIGHBORS. IS THIS GOING TO AFFECT OUR PROPERTY VALUES? IF IT AFFECTS THEM. THERE'S GONNA BE A LAWSUIT PLAIN AND SIMPLY ANY OF YOU WOULD DO THE SAME THING IF YOUR PROPERTY VALUE IS BEING IMPACTED. THIS NATURE SO I HOPE YOU WOULD LISTEN TO MYSELF. OUR NEIGHBORS. LET'S PLAY BALL TOGETHER, BUT NOT AT 10. O'CLOCK AT NIGHT. WE DON'T NEED IT. AND BY THE WAY, THE PARKING LOT IS NOT GOING TO EMPTY AT 10 O'CLOCK. I CAN EMPTY AT 10 15 OR 10 30 SO HOW LONG SHOULD WE LISTEN TO NOISE BACK? THERE IS WHAT IT BOILS DOWN TO. THANK YOU. THANK YOU. NEXT, LINDA MANNION. AND THEN RAQUEL F.

YOU'LL BE THE LAST. I'M LINDA MANNION. AND I'M THE PRESIDENT OF APPLE PROUD PRESIDENT AND I HAVE SOME GOOD NEWS TO SHARE WITH YOU TONIGHT. WE ARE VERY INVOLVED IN THE COMMUNITY OUTREACH PROGRAM OR TEACHERS. UM VOTE TO SUPPORT COMMUNITY ACTIVITIES, AND I JUST WANT TO SHARE SOME OF THE THINGS THAT WE'VE BEEN DOING THIS SPRING. I KNOW DR AL SASSER SHARED WITH YOU OUR PROJECT AT CHRISTMAS WITH OUR FAMILIES THAT WE ADOPTED. IN THE MONTH OF MARCH.

WE ATTENDED THE REACH FOUNDATIONS, UM, DONATED $250. WE DO THAT YEARLY AND WE ALL SHOWED UP OUT THERE AND ENJOYED THE FESTIVITIES THAT DAY. AND I SAW KAREN FREEMAN OVER AT THE CITY OF YORBA LINDA, MEETING WITH SOME OF OUR MILITARY FOLKS , AND, UM, WE SAT DOWN AND STARTED CHATTING WITH THEM, AND APRIL WAS THE MONTH OF THE MILITARY CHILD AND SUPPORTING OUR MILITARY CHILDREN. SO WE ADOPTED AND JOINED IN WITH THE CITY OF YOUR BELINDA AND ADOPTED CAMP PENDLETON 11TH MARINE EXPEDITIONARY UNIT, AND OUR TEACHERS DONATED OVER $1000. OF TOYS GIVES BOOKS AND PUZZLES FOR OUR CHILDREN OF OUR MILITARY FAMILIES. IN MAY WE OFFERED AND

[00:15:07]

OPENED UP TO ALL OF OUR HIGH SCHOOLS, UM, SIX COLLEGE SCHOLARSHIPS. AND SO WE HAD, WHY PARTICIPATION ACROSS THE DISTRICT? AND I'M PROUD TO ANNOUNCE CAN TELL YOU FOR THE WINNERS. TWO OF THEM HAVEN'T BEEN ANNOUNCED YET. THEIR AWARDS CEREMONIES HAVEN'T HAPPENED, AND SO THERE'S STILL A SECRET, BUT I CAN LET YOU KNOW. THAT $500 SCHOLARSHIP WENT TO DIANA VAN WINKLE FROM ELDORADO. TWO FRANCESCA ESTRADA FROM AS FRANCIS HIGH SCHOOL, ANOTHER 500 BLEND TO HIGH SCHOOL STUDENT DIANA RUBALCABA AND YOUR BELINDA HIGHS, LEXI BROADWATER, SO THANK YOU TO THOSE PARTICIPANTS. CONGRATULATIONS TO A JOB WELL DONE, AND DEAR PARENTS. FOR THE SUPPORT YOU'VE GIVEN THESE STUDENTS THROUGHOUT THEIR HIGH SCHOOL EDUCATION, AND WE STILL HAVE L COMMUNAL PARKVIEW AND, UM WHEN INVISTA VIRTUAL ACADEMY THAT THEY HAVEN'T ANNOUNCED THERE IS YET BUT AS SOON AS THEY DO, I'LL COME BACK AND SHARE THAT WITH YOU SO UM, I JUST WANTED TO SHARE SOME GOOD NEWS AND SOME POSITIVE THINGS, AND WE'RE VERY PROUD TO BE PART OF OUR COMMUNITY. THANK YOU. THANK YOU. AND RAQUEL. HI MY NAME IS RAQUEL. I'M A PARENT. AND UH, I HAVE THREE KIDS IN THE DISTRICT. AND I AM ALSO A TEACHER. UM I TOOK A LOOK AT THE EL CAP, AND I'M REALLY EXCITED THAT WE PLAN ON IMPROVING ELEMENTARY SCHOOL MUSIC PROGRAMS, WHICH LOOKS REALLY AWESOME. UM I'M ALSO IN FAVOR OF HAVING OUR ACCESS AND INCLUSION COMMITTEE. UM I THINK WE NEED TO TAKE THEIR INPUT MORE SERIOUSLY, I THINK IF WE DID, WE WOULD BE ADDING THINGS LIKE, UH, RESOURCES FOR L G B T Q. PLUS KIDS AND MENTAL HEALTH RESOURCES BECAUSE ALL OF THAT INVOLVES ACCESS AND INCLUSION FOR ALL OF OUR KIDS. UM AND SIMILAR TO WHAT SARAH HAD SAID, UM ARE NUMBERS IN THAT AREA HAVE GONE DOWN, SO WE NEED TO THINK ABOUT HOW WE'RE GOING TO REMEDY THAT. UM ADDITIONALLY, YOU'VE HEARD ME SPEAK MANY TIMES ON THE BEST WAY TO ENSURE THAT WE HAVE A GOOD SCHOOL DISTRICT. UM RESEARCH SHOWS THAT THE MOST IMPORTANT THING IT'S SO CLEAR WHAT THE RESEARCH SAYS. AND IT'S NOT CLASS SIZE. IT'S NOT WHEN OUR SCHOOL YEAR STARTS AND ENDS.

IT'S NOT EVEN INTERVENTIONS FOR KIDS WHO NEED IT. IT'S A GREAT TEACHER. EVERY SINGLE TIME IS THE ONE MOST IMPORTANT THING THAT WE CAN DO TO ENSURE ACADEMIC SUCCESS FOR ALL OF OUR KIDS. SO THEN WHAT WE NEED TO BE DOING AS A DISTRICT AND IS THINKING ABOUT RETENTION OF OUR GREATEST TEACHERS. WE NEED TO THINK ABOUT HOW WE'RE ATTRACTING GREAT TEACHERS TO WORK AT OUR DISTRICT AS OPPOSED TO OTHER DISTRICTS. WE NEED TO THINK ABOUT HOW WE'RE SUPPORTING OUR TEACHERS. HOW WE'RE EXCUSE ME TRAINING OUR TEACHERS. WHAT ARE WE TRAINING THEM ON? WHAT DO THEY NEED HELP WITH? SO I WOULD LIKE TO HEAR MORE OF THAT IN THE SCHOOL BOARD MEETINGS. LIKE WHAT ARE WHERE ARE RESOURCES GOING TO SUPPORT OUR TEACHERS? AND I THINK THAT THAT IS DEEPLY TIED.

TO ACCESS AND DIVERSITY AND INCLUSION WITHIN THE DISTRICT BECAUSE IF TEACHERS FEEL SUPPORTED IN DOING THOSE THINGS , THAT'S WHAT HELPS ALL KIDS ACHIEVE ACADEMICALLY. AND THATS MUCH FEEL. THANK YOU. THANK YOU. OKAY SO NOW THAT MOVES US TO PUBLIC HEARING. AND DR ADAMS AND

[PUBLIC HEARINGS]
